On April 2nd, Deputy Prime Minister Hoang Trung Hai signed Directive No. 479/TTg-KTN conveying the Prime Minister's opinion on the reorganization of toll stations on national highways, including instructions on handling the four toll collection rights stations: three on National Highway 1 and one on National Highway 18, as previously submitted by the Ministry of Transport and the Ministry of Finance.

Accordingly, for toll station No. 2 (Phu Dong station - National Highway 1) and Bai Chay station (National Highway 18), the Prime Minister agreed to allow the Ministry of Transport to take the lead, in coordination with the Ministry of Finance, in negotiating and reaching an agreement with the investor on the financial plan, the source of funds for the buyback, and the time to stop collecting tolls, and report to the Prime Minister for consideration and decision.

Regarding the Hoang Mai and Ban Thach toll stations (National Highway 1), the Prime Minister agreed in principle to transfer the two BOT investors to collect tolls to recover the investment in the BOT project. The Ministry of Transport was tasked with negotiating and agreeing with the investors on the buyback, the transfer time, and reporting to the Prime Minister for consideration and decision.

Previously, following recommendations from several localities, the Ministry of Transport delegated the management and maintenance of some sections of national highways to local authorities to improve operational efficiency and facilitate maintenance work.

Following the Prime Minister's directive, the Ministry of Transport has stopped collecting tolls and completely abolished 19 toll stations. Currently, only 33 toll stations of BOT projects and 1 toll station on the Ho Chi Minh City - Trung Luong expressway remain operational.
