The two victims were identified as Tran Van Hao (born in 2003, 5th grader) and Chu Hai Dang (born in 2004, 4th grader), students of Van Noi Primary School and both living in Ba Chu village, Van Noi commune, Dong Anh. The location of the two children's deaths was a water hole about 100 square meters wide, located about 100 meters from National Highway 23B. Surrounding the construction site were farmers' fields.

According to the victim's family, before receiving the news, the family was also mobilizing people to look for the children. On September 2, when the two children went fishing together but did not return home, everyone was panicked and searched everywhere before receiving the bad news.

Ms. Tran Thi Hop - Vice Chairman of Van Noi Commune People's Committee said: Although the project is under construction, there are barriers and corrugated iron fences to block people from passing through, but because this is the road to the area, the production fields, and vegetable cultivation of Van Noi commune people, there is no other separate way to enter the production area, so people still have to go through the fenced road.

The two unfortunate children have been brought home by their families for burial./.
