Mr. Vi Van Luong, born in 1950, previously held positions such as Deputy Secretary of the District Youth Union, Deputy Head of the Propaganda Department, Deputy Chairman of the District Fatherland Front Committee, Chairman of the District Farmers' Association, and Secretary of the Commune Party Committee. In 2005, Mr. Luong retired and was subsequently elected Secretary by the cadres and Party members of the Nua village Party branch. At that time, the socio-economic life of Nua village was still facing many difficulties, and the effectiveness of the Party branch's activities was low. Faced with this situation, Mr. Luong pondered to find solutions to help the village prosper. First, he thought it was necessary to guide the villagers to change their farming methods and boldly introduce new rice varieties into production. Along with that, he invested in fertilizers and scientific and technical methods to increase productivity and output. Thanks to this, the income of the people of Nua village has steadily increased.
Along with focusing on economic development, Mr. Vi Van Luong mobilized the people of Nua village to build a new cultural lifestyle and committed to working together to achieve the title of Cultural Village. Starting with environmental sanitation, every week, the Women's and Youth Associations mobilized their members to clean the roads and beautify the village. Each organization in the village organized its members to sign a commitment not to let their family members violate the law or get involved in social vices. Seeing the risk of the Thai ethnic cultural identity gradually fading away, Mr. Vi Van Luong decided to mobilize the people, with the Women's Association as the core, to establish a Thai Folk Song and Musical Instrument Club with 20 members of various ages. This initiative was supported and approved by the people of Nua village.
Every month, families in the village contribute money and rice to build up funds for the club's regular activities. The folk songs (khap, lam, nhon, xuoi), folk dances (bamboo dance, xoe dance, khac luong dance), and musical instruments (gongs, mouth organs, flutes, pi) of the Thai ethnic group have been preserved. The club has become the core of the Yen Khe commune's performing arts team in cultural and artistic exchanges. Located on the eco-tourism route of Pu Mat National Park, Nua village is a community tourism destination, attracting many visiting groups. Many tourists are delighted and impressed by the people of Nua village after interacting with the Folk Song and Dance Club. Importantly, since 2008, Nua village has been awarded the title of Cultural Village, bringing joy and excitement to all the villagers.

As the Party Branch Secretary, Mr. Vi Van Luong focused on Party building and development. To ensure effective branch activities, he proactively developed meeting regulations. Each month, he organized at least three meetings: firstly, a briefing for all organizations; secondly, an evaluation of the previous month's activities and planning for the following month; and finally, assigning each Party member responsibility for specific areas and residential clusters, with detailed reports and assessments to understand and summarize the situation. Mr. Luong also advocated for strengthening the role of self-governing groups and fostering community spirit, resulting in the people of Nua village always being united and ready to help each other in economic development and sharing joys and sorrows. Thanks to the close guidance of the leader, the Nua village Party Branch, which was previously ineffective, rose to achieve the title of "Clean and Strong Party Branch" for five consecutive years (2008-2012), receiving commendations from the province and district.
When asked about his experience, Party Secretary Vi Van Luong shared: “To succeed, we must understand the thoughts and aspirations of the people to set appropriate goals and solutions. Regularly monitoring newspapers and television to grasp policies and update the situation is crucial for disseminating this information to the people. When the people agree and support the work, even the most difficult tasks will be accomplished. In addition, promoting the role of mass organizations is extremely important; they can be considered the core of all movements...”
