Improving public ethics of cadres, civil servants and public employees

July 15, 2013 19:23

(Baonghean.vn) -On the afternoon of July 15, discussing at group 5 (Do Luong unit, Dien Chau), delegates had many opinions surrounding the issue of public ethics of cadres, civil servants and public employees.

Delegate Le Van Cam - Dien Chau unit reflected a reality that is easily encountered when people transact with state agencies: the situation of cadres, civil servants, and public employees causing trouble, harassment, not fully promoting the spirit and attitude of serving the people, causing loss of trust among the people, hindering socio-economic development. There should be measures to change the ethical behavior in performing public duties of cadres and public employees in the province. Besides institutional reform, which is considered the root of all reforms, "reforming" people - cadres and civil servants - is considered the decisive factor for the success or failure of administrative reform in general, contributing to building people's trust in our Party and State.

explain some issues at the discussion

Agreeing with the above viewpoint, delegate Truong Hong Phuc - Do Luong unit said that it is necessary to clearly define the responsibilities and obligations of cadres and civil servants in performing public duties. Focus on public service inspection to promptly detect and strictly handle violations of obligations, ethics, and communication culture of cadres, civil servants, and public employees. In particular, it is necessary to pay attention to violations of ensuring working time, coming late and leaving early, doing personal work during office hours; violating regulations on practicing thrift, fighting waste, etc. Implement specific and clear assignment of work and monitor the progress, quality, and results of performing tasks and public duties of cadres, civil servants, and public employees.
