Ministry of Finance urges budget collection

The Ministry of Finance has just sent a document to tax, customs, treasury units... requesting good implementation of the work of organizing and managing the state budget in the second quarter of 2013.

The Ministry of Finance said that state budget revenue in the first quarter of 2013 reached 167,710 billion VND, equal to 20.6% of the estimate, down 2.6% compared to the same period in 2012.

Through the implementation of the first quarter, the Ministry of Finance assessed that the economic situation is still difficult and challenging; revenue is lower than the estimate and the same period, showing that the ability to collect state budget revenue will continue to be difficult.

The Ministry of Finance requests the General Department of Taxation and the General Department of Customs, based on the implementation of the first quarter of 2013 and the tasks of the whole year, to focus on management to collect correctly, fully, promptly and in accordance with the law the revenues arising in the second quarter of 2013, and urge timely collection and payment of the extended and due revenues.

In particular, pay attention to strengthening revenue management, promoting anti-loss and debt collection, especially large revenues and key areas. Organize full implementation and timely collection of revenues according to audit and inspection results.

To offset the reduction in revenue due to the implementation of tax exemption, reduction and extension policies, the Ministry of Finance requires the General Department of Taxation and the General Department of Customs to review and grasp revenue sources and budget payers in the area; closely inspect and control tax declaration and settlement of enterprises, organizations and individuals. Inspect VAT refunds, especially in cases of production and business activities that have suffered losses for 3 consecutive months.

Notably, the Ministry of Finance requested the General Department of Taxation and the General Department of Customs to continue to promote the simplification of administrative procedures on tax and customs to remove difficulties for production and business, creating favorable conditions for enterprises.
