In recent times, with the investment of the state and people, the whole country has invested in building over 6,500 irrigation reservoirs with a total storage capacity of about 11 billion m3. However, during the exploitation process, the current status of the main works of reservoirs in the country is 317 damaged reservoirs, of which 120 key reservoirs need attention to ensure safety during the 2013 flood season...

Nghe An currently has 625 reservoirs, accounting for 10% of the country's reservoirs. Most reservoirs in Nghe An have a lifespan of 30-40 years, and are constructed manually, with unsynchronized construction items and using many different means and techniques. Many dams do not have management roads or have poor quality roads that do not meet the requirements for emergency response when an incident occurs. Currently, irrigation enterprises manage 50 reservoirs, while communes and cooperatives manage 575 reservoirs. These are small reservoirs, so management is still difficult; regular maintenance and repair are still difficult due to lack of funds. Due to limited local budget conditions, the province has requested the Government, ministries and central branches to support Nghe An in completing the reservoir safety program in the province for 77 weak reservoirs.

After listening to the opinions of ministries, branches and localities, Deputy Prime Minister Hoang Trung Hai requested: In the coming time, the weather will be complicated, localities should regularly re-check the technical standards of dams. Focus on planning, decentralization of management, clearly defining the responsibilities of each ministry, branch and locality. In the work of decentralization of management, the flood prevention process of dams is assigned to localities. Ministries and branches need to soon complete the legal system and have a specialized agency for dam management. For small dam systems, localities must create a source of revenue to re-regulate upgrading and repair. Pay attention to design work, supplement hydrological data on floods and flood spacing... Localities should implement the 4 on-site motto in ensuring dam safety during the rainy season.
