Create strong changes and wide spread influence

(Baonghean) -Recently, the Party Committee of the Provincial Agencies has focused on extensively and effectively implementing Directive 03-CT/TU of the Politburo on "Continuing to promote studying and following the moral example of Ho Chi Minh".

Along with promoting and diversifying propaganda forms, the Standing Committee of the Party Committee of the Block promptly organized the dissemination of topics on Ho Chi Minh's ideology, moral example and style. The rate of cadres and party members participating in the classes reached 100%, with a serious and quality learning spirit and attitude. This contributed to making the content of studying and following Uncle Ho more and more deeply rooted in practical work and daily life and creating a widespread and increasingly widespread movement of "following Uncle Ho" in each agency and unit. The number of cadres and party members registering to follow in agencies and units reached 100%. The content of the registration to "follow" was basically practical, in line with the spirit of Directive 03 of the Politburo and close to the assigned expertise, tasks, roles and responsibilities.

The Standing Committee of the Party Committee of the Bloc has selected 4 grassroots Party Committees as points of reference for the implementation of Directive 03 - CT/TU, including (the Provincial People's Court Party Committee, the Department of Natural Resources and Environment Party Committee, the Department of Education and Training Party Committee and the Provincial Youth Union Party Committee). At the same time, it has directed the establishment of support units for Party Committees at all levels, and the development of ethical standards appropriate to the characteristics and specific situations of each agency and unit.

Up to now, 100% of grassroots party organizations in the entire Party have completed the content of building ethical standards for civil servants and public employees. Many agencies and units have proactively and creatively sought ways to organize and implement specific contents so that studying and following Uncle Ho's moral example becomes a regular and important task. Thereby, helping cadres and party members to look back at themselves, self-adjust their ethics, lifestyle, style, attitude, and responsibility in performing assigned tasks, in building agencies, participating in Party activities and socio-political activities.

Especially after self-criticism and criticism in the spirit of Resolution 4 of the Central Committee, the sense of responsibility, exemplary behavior, and self-awareness of cadres and party members, and the role of key leaders at all levels have been promoted in a positive direction; the quality of consulting, leadership, direction, management, and service of agencies and units in the Party Committee has been improved; administrative reform has had many changes; grassroots democracy regulations have been effectively promoted, creating solidarity and unity within the Party, gradually improving the leadership capacity, fighting strength of party organizations, and the quality of cadres and party members.

One of the activities that has profound educational significance and has a wide-reaching impact is directing the Party's grassroots organizations to help especially disadvantaged mountainous communes according to Decision No. 1310-QD/UBND of the province. Up to now, 47/57 Party's grassroots organizations have helped 44 disadvantaged mountainous communes. The forms of assistance are also very rich and diverse, with material assistance such as building solidarity houses, civil works (boarding houses for people, community cultural houses, clinics, kindergartens, primary schools, building roads, clean water works...), supporting trees, breeding animals (cows, pigs for breeding), building livestock and farming models, donating printers and computers to schools, commune People's Committees, donating clothes, books, desks and chairs to students, equipment for grassroots health stations...

There is spiritual support such as donating broadcasting equipment, sports equipment, and sports equipment; cultural, artistic, and sports exchanges. Many units are also interested in organizing free medical examination and medicine distribution activities, reproductive health care, health consultation, environmental sanitation for people in remote areas... with a total amount of more than 2 billion VND. Typically, the Party Committee of the Customs Department donated 85 million VND to build boarding houses and buy computers for students in Nam Can - Ky Son commune. The Party Committee of Nghe An Newspaper donated more than 70 million VND to poor households in Xieng My commune (Tuong Duong), 8 buffaloes and cows worth 44 million VND; a bookcase with all kinds of books and some sports equipment. The Party Committee of Nghe An Provincial Youth Union mobilized from various sources to build a boarding house for ethnic minority students in Dooc May commune - Ky Son worth 130 million VND, donated 1 cabinet and 150 books of all kinds worth 6 million VND, and supported 30 young people to borrow capital for economic development. The Party Committee of the State Treasury helped Ha Son commune - Quy Hop with 86 million VND to buy breeding pigs and upgrade IT equipment. The Party Committee of the Provincial Fatherland Front supported 145,600,000 VND to build 3 great solidarity houses and build 7 economic models for raising black pigs. The Youth Union of the Provincial Agencies regularly supported 46 students with difficult circumstances in mountainous districts...

The grassroots party organizations of the Party Committee of the Bloc have sent nearly 1,000 cadres and party members, including many industry leaders and party secretaries, to communes to train on Party building, mass organizations, state management, and transfer of science and technology to poor communes in the West, etc., to help people eliminate backward thinking and customs and build a better, more prosperous life. At the same time, through the above activities, cadres and party members in leading agencies at the provincial level sympathize and share the difficulties and hardships of people in remote areas. From there, they have raised their sense of responsibility in performing assigned tasks.

It can be said that after 2 years of implementing Directive 03-CT/TU of the Politburo, studying and following the moral example of Ho Chi Minh has been seriously implemented by Party committees at all levels and each cadre and Party member in the entire Provincial Party Committee of the Provincial Public Security Bloc, becoming a regular practice in agencies and units, creating a positive change from awareness to action. The sense of responsibility of cadres and Party members in performing public duties and serving the people is increasingly better. In the implementation process, many Party committees have linked the implementation of Directive 03 with the Secretariat's regulations on what Party members are not allowed to do and regulations on the exemplary responsibility of cadres and Party members, especially key leaders at all levels. Democratic regulations have been increasingly expanded and have practical effects, internal solidarity has been strengthened, contributing to building and rectifying a clean and strong Party.

In which, promoting the role and responsibility of heads of agencies and units in setting examples, directing implementation, inspecting and supervising the "following" of cadres and party members and the Party Committee of the Bloc organizing the commendation and reward of typical collectives and individuals on the occasion of the 2-year review of the implementation of Directive 03 also aims to encourage and replicate typical factors, create stronger changes, and spread more widely in studying and following the ideology, moral example and style of Ho Chi Minh".
