Summary of 10 years of implementing the Population Ordinance (2003 – 2013)

On the morning of August 1st, the Provincial People's Committee held a conference to summarize 10 years of implementing the Population Ordinance (2003-2013). Attending the conference was Mr. Le Canh Nhac, Deputy Director General of the General Department of Population and Family Planning, Ministry of Health. Ms. Dinh Thi Le Thanh, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, chaired the conference.

(Baonghean.vn) -On the morning of August 1st, the Provincial People's Committee held a conference to summarize 10 years of implementing the Population Ordinance (2003-2013). Attending the conference was Mr. Le Canh Nhac, Deputy Director General of the General Department of Population and Family Planning, Ministry of Health. Ms. Dinh Thi Le Thanh, Member of the Provincial Party Standing Committee and Vice Chairman of the Provincial People's Committee, chaired the conference.

The Population Ordinance was adopted by the Standing Committee of the 11th National Assembly and came into effect on May 1, 2003. Over the past 10 years of implementation, thanks to the timely attention of Party committees, governments, central ministries and agencies, and especially the efforts of specialized agencies and those working in population affairs, the work of population and family planning has achieved many remarkable results, gradually changing the perception of the entire society regarding population and family planning.

To date, the rate of having a third child or more has decreased from 24% (in 2003) to 18.18% (in 2012); the rate of using modern contraceptive methods has increased from 64.5% (in 2003) to 76.2% (in 2012). The rate of gynecological diseases among women and the rate of abortions have gradually decreased. The maternal and child mortality rates and the rate of child malnutrition have decreased significantly. Average life expectancy has increased from 71 years (in 2003) to 73 years (in 2013).

However, alongside these achievements, the province's population and family planning work still faces many limitations, such as: the birth rate and the rate of third or subsequent births have decreased, but slowly and inconsistently. The crude birth rate, the rate of third or subsequent births, the rate of gender imbalance at birth, and the rate of malnourished children remain high, and the number of people violating population and family planning policies is on the rise. The implementation of models and projects to improve population quality still faces many difficulties in mobilizing target groups to participate, and the activities have not been clearly implemented.

Frankly acknowledging the existing problems, at the Conference, many presentations by delegates representing the population sector and the governments of districts and communes clearly analyzed the objective and subjective causes. These included a low starting point in population size, a strong belief in the need to have male children, a lack of discipline and exemplary conduct among some Party members and citizens; limited and inappropriate encouragement of population policies; and the continued existence of child marriage and consanguineous marriage in ethnic minority areas... They also presented lessons learned and proposed solutions.

Speaking at the closing ceremony, Comrade Le Canh Nhac – Deputy Director General of the General Department of Population and Family Planning – highly appreciated the efforts of Nghe An province over the past 10 years. He also outlined several tasks that need to be done in the coming time to help Nghe An limit the birth rate, reduce the gender imbalance, and improve the quality of the population. Alongside propaganda efforts, Nghe An needs to improve the provision of family planning services; effectively implement reward policies for collectives and individuals who comply well with population policies; and strictly and promptly handle cases of violations according to regulations...



Comrade Dinh Thi Le Thanh presented certificates of commendation to outstanding individuals.



Comrade Le Canh Nhac presented the "For the Cause of Population" commemorative medal to outstanding individuals.

On this occasion, Ms. Dinh Thi Le Thanh presented certificates of commendation from the Provincial People's Committee to 18 collectives and 19 individuals for their outstanding achievements in the 10 years of implementing the Population Ordinance. Mr. Le Canh Nhac presented the "For the Cause of Population" commemorative medal to 5 individuals for their contributions to the cause of population and family planning.
