On traffic routes, at 4:30 p.m. on September 20, due to the impact of storm No. 8, heavy rains affected the traffic system in Nghe An province. Specifically, on provincial road 531: The overflow at Km1+400 was 2.2m deep; the overflow at Km11+250 was 0.4m deep; the overflow at Km13+900 was 0.5m deep; the overflow at Km15+500 was 0.6m deep; the overflow at Km15+900 was 0.5m deep; the overflow at Km21+900 was 0.8m deep; the overflow at Km23+800 was 2.2m deep; the overflow at Km43+600 was 0.9m deep; the overflow at Km46+300 was 1.5m deep. On provincial road 531B, the overflow at Km2+300 was 0.6m deep.

Provincial Road 534: - Km14+350 - Km14+550, water level is 10cm; Km16+100 - Km16+700, water level is 10cm; Provincial Road 554: Tien Thanh 2 Bridge, Km47+100, collapsed from Chau Thon side, 1m deep. National Highway 46: Km71+750: landslide on positive slope causes traffic jam.

The floods have caused initial damage to life and property. Specifically, at 6:00 p.m. on September 19, 2013, at Khe Ang spillway in Nghia Hong commune, Nghia Dan district, a car drifted away. In addition to two people who were rescued, five people have not been found yet. In Nghi Loc district, at 2:00 p.m. on September 20, Nguyen Sy Phuc, born in 1996, residing in hamlet 9, Nghi Cong Bac commune, Nghi Loc district, was also swept away by floodwaters while riding a motorbike over Nghi Cong - Nghi My spillway. In Yen Thanh, at 4:00 p.m. on September 20, Nguyen Thi Tra My, 6 years old, residing in Dong Thanh hamlet, Quang Thanh commune, Yen Thanh district, was also drowned by floodwaters.



Rescue work is being carried out urgently at Khe Ang (Nghia Dan).

Currently, the rescue work is being actively carried out by the Provincial People's Committee, especially the rescue work, searching for people who were swept away in Khe Ang - Nghia Hong. The Nghe An Provincial People's Committee issued urgent dispatch No. 23/CD.UBND-NN at 11:00 on September 20, 2013, requesting localities along Hieu River and Lam River, relevant provincial Departments, Boards and branches to carry out search and rescue work; The Standing Office of the Provincial Steering Committee for Flood and Storm Prevention and Control issued dispatch No. 57/CV.PCLB dated September 20, 2013 requesting the Command of Military Region 4 to support search and rescue.

For the families who suffered human losses, on the afternoon of September 20, comrade Nguyen Xuan Duong - Chairman of the Provincial People's Committee and comrade Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee visited the families of the victims, initially supporting each victim with 7.5 million VND (4.5 million VND from the provincial budget and 3 million VND from the Provincial Traffic Safety Committee).

The province also promptly directed the handling of incidents at the Da Han dam (Nam Dan), which is currently under construction, and requested the construction unit to have solutions to ensure safety for the project.

Currently, the province continues to have heavy rains over a large area. In order to ensure the safety of people's lives and property and the state's, the Provincial People's Committee has directed and assigned tasks to relevant departments and branches to immediately carry out key tasks: The Provincial Steering Committee for Flood and Storm Prevention and Control continues to direct the Provincial Military Command to mobilize forces from the Nghia Dan District Military Command to participate in the search and rescue of missing people in the car drift; direct neighboring districts and towns including Thai Hoa, Tan Ky, Anh Son, and Do Luong towns to prepare forces and vehicles to participate in rescue. Direct localities with reservoirs and dykes to be on duty regularly at the works, increase patrols and guards to protect the safety of the works. Direct irrigation companies to take advantage of all conditions, operate drainage systems to the maximum, ensure drainage of buffer water, and prevent flooding in the fields.
