Meanwhile, the tea factories of Nghe An Tea Development and Investment Company have limited capacity, and their technology is also "common", normally they ensure purchasing for tea growers, but when the rainy season comes and there are many tea buds, they cannot buy all of them because they cannot process them in time. The limitation of these factories is that they do not set a harvest schedule for each region such as sugarcane and cassava, but whoever comes to import, they buy, whoever does not import, they do not, they use whatever they have. After picking tea, tea growers cannot leave it for long because the tea will lose its quality, it will not be delicious when processed and must be sold immediately, buyers must also process it immediately, if left for long, fresh tea will spoil. Therefore, impatience and arguments arise while waiting, causing broken investment contracts, and more dangerously, breaking raw material areas.

A possible solution to this problem is: during the rainy season, the tea factories of Nghe An Tea Development and Investment Company still buy tea for people but according to the principle: do not buy in bulk but buy by region, according to the schedule. Regions that sell first, tea with short buds, one bud and two leaves can buy at a slightly higher price, regions that sell on time have normal prices, and regions that have to sell later, tea with longer buds, and losses, can buy at a slightly higher price. In addition, the factories must invest in more machinery to operate during the peak season, and more workers for production.

No one can deny the efforts and money of the State and the Tea Development and Investment Company that have invested in the raw material area of ​​nearly 8,000 hectares of tea in our province. Tea is the most sustainable crop for hunger eradication and poverty reduction. For example, in hamlet 5 Hung Son - Anh Son, there are currently 60 households growing tea on a total of 80 hectares, income from tea in 2012 reached 800 tons, earning 2.4 billion VND. People here "rose up with tea", the village is prosperous, every house has tiled roofs, motorbikes, televisions, and water tanks are fully invested.

But the biggest limitation of the Tea Development and Investment Company is its limited financial capacity, its investment source depends on the State, the life of the company's staff and employees still faces many difficulties, so it has not been able to fully promote their capacity and intelligence for the growth of the Company. The mechanism of asking and giving still exists, there are many obstacles in investment support. It is hard to imagine a business in the top 10 tea exporters of our country, with up to 9 affiliated enterprises including: Bai Phu Tea Factory, Hanh Lam Tea Factory, Thanh Mai Tea Factory, Vinh Tea Factory, Con Cuong Tea Factory, Hung Son Tea Factory, Thang Muoi Tea Factory, with many advanced processing lines imported from India, annual turnover reaching over 7 million USD, but the head office is old, the equipment in the office is simple and outdated, no different from the headquarters of units in the subsidy period.

Therefore, to improve capacity, remove obstacles and inertia, it is necessary to equitize this enterprise. Equitization will increase investment capital, increase responsibility, the connection between raw material areas and factories will become vital because it is the industry, the money of each worker in the enterprise. Only when this company is equitized, then there will be no more jealousy between the state and private traders, but whichever unit does business effectively, people will accompany and choose. Whoever invests a lot, purchases reasonably, people will follow, whoever manages closely, that person will benefit. And the policy mechanisms for tea growers will be enjoyed in common according to the Provincial Decision on annual support policies for agriculture like other crops.
