The General Department of Taxation (Ministry of Finance) said that this agency has officially expanded the electronic tax payment service to provinces and cities nationwide. This is a step to continue reforming tax administrative procedures, promoting the provision of electronic tax services, and creating more convenience for taxpayers when fulfilling their obligations to the state budget.

Previously, in 2012, the General Department of Taxation selected Hanoi to pilot the electronic tax declaration service. According to the assessment of the Director of the Hanoi Tax Department - Phi Van Tuan, the Department initially deployed it in over 100 enterprises operating in the fields of banking, securities, and real estate in Dong Da district. As a result, in 2012, there were 541 successful transactions, contributing 683.7 billion VND to the budget.

The project has contributed to facilitating taxpayers in terms of simpler payment procedures, more payment locations - more than 4 times more (previously the City only had 37 collection points of the Treasury, now there are 150 collection points including banks) and shorter payment time (on average 2 minutes, some transactions are calculated in seconds).

The goal set by the Hanoi Tax Department in 2013 is to continue to expand the electronic tax payment project, increase propaganda, guidance, and support for businesses to pay taxes electronically. At the same time, research and propose implementing tax payment via ATM.

According to the assessment of the General Department of Taxation, the implementation of the electronic tax payment service is a big step forward in the cooperation program between the Tax sector and commercial banks in the State budget collection activities. The practical benefits are "shared equally" among the business community, banks, and Tax authorities. By participating in this service, taxpayers will carry out procedures for paying domestic taxes or import-export taxes at any time of the day, including holidays, conveniently at any location with an internet connection.

At the same time, taxpayers also save on travel costs, time and effort waiting because they do not have to come directly, do not depend on the working hours of the transaction counter. Monitor and manage tax payment transactions, easily track the implementation of state budget payment through accounts and use other preferential value-added services.

Meanwhile, to participate in electronic tax payment, enterprises only need to meet the following conditions: Being an organization or enterprise that has been granted a tax code; having generated tax payments to the budget; being in operation at the time of registering to pay taxes via the internet; having an email address for stable communication with the tax authority and being able to access and use the internet; having opened a payment account at a bank that has signed a budget collection coordination agreement with the State Treasury and the tax authority.

Currently, the General Department of Taxation has built an application to support tax payment via the internet from the electronic tax payment portal or through units providing electronic tax declaration services, using deposit accounts opened at commercial banks; building a business process for electronic tax payment and regulations for coordinating information exchange between taxpayers, tax authorities, commercial banks and service providers.

It is expected that in 2013, 3 commercial banks will be allowed to deploy electronic tax payment services: Development Investment Bank, Industrial and Commercial Bank and Military Commercial Joint Stock Bank. This will be a way for banks to compete in service quality, as well as for businesses to easily choose to use./.
