Previously, during the 10th awarding of the titles "People's Doctor" and "Outstanding Doctor," 72 doctors were awarded the title "People's Doctor."

864 doctors were awarded the title of "Outstanding Doctor".

According to the current regulations in the Circular30/2011/TT-BYTThe individuals considered for the title "People's Physician" must be talented and have achieved many outstanding accomplishments in disease prevention and treatment, the development of medical science and technology, have made significant contributions to the cause of protecting, caring for, and improving the health of the people, have a wide influence among the people, and be trusted and respected by patients and colleagues.

Specifically, the following conditions must be met: Having at least 20 years of direct experience in medical technical work, or at least 25 years of experience in medical management for medical staff, including at least 15 years of direct experience in medical technical work; having been awarded the title of "Outstanding Physician" for at least 6 years; and having led one of the inventions, patents, scientific research projects, or applications of scientific and technological advancements in the medical or pharmaceutical field that have been approved and recognized by the Ministry, Provincial, or State-level Science and Technology Council after being awarded the title of "Outstanding Physician"...

The title of "Outstanding Physician" must be awarded to individuals who are talented, have achieved many outstanding accomplishments in their profession, and are trusted by the people, patients, and colleagues. Specifically, they must meet the following conditions: They must have received a Certificate of Merit from the Prime Minister or have been awarded the title of "Outstanding Emulation Soldier" at the grassroots level for five consecutive years and at least one Certificate of Merit from a Ministry, sector, or province for professional achievements in healthcare management; they must have at least 15 years of direct experience in medical technical work within the sector, or at least 20 years of experience in healthcare management, including at least 10 years of direct experience in medical technical work.

At the same time, they must have achievements in the field of scientific research such as leading inventions, patents, or scientific research projects or applying scientific and technological advancements that have been approved and recognized by the grassroots-level Science and Technology Council, or serving as secretary of a scientific research project that has been approved and recognized by the Ministry-level or provincial-level Science and Technology Council...

The Prime Minister also agreed to postpone the deadline for submitting to the Government the draft Decrees stipulating the standards, processes, procedures, and application dossiers for awarding: the titles "People's Doctor", "Outstanding Doctor"; the titles "People's Teacher", "Outstanding Teacher"; the titles "People's Artist", "Outstanding Artist"; the titles "People's Artisan", "Outstanding Artisan"; the Ho Chi Minh Prize, the State Prize for Literature and Arts; the Ho Chi Minh Prize, the State Prize for Science and Technology, until after the draft Law amending and supplementing a number of articles of the Law on Emulation and Commendation is considered and passed by the National Assembly at the end of 2013.
