Appropriating flood relief goods will be fined up to 10 million VND

Along with that, the violator must return the goods or the value of the goods that have been appropriated.

The Government has just issued Decree No. 139/2013/ND-CP regulating administrative sanctions for violations in the exploitation and protection of irrigation works; dykes; flood and storm prevention and control.

The Decree stipulates a fine of 5-10 million VND for acts of appropriating goods and relief supplies for people in flood and storm affected areas. Along with that, the goods or value of the misappropriated goods must be returned.

In case of failure to report or incorrect reporting of the location of the ship, number of people on board, or accident status of the ship operating at sea when requested by a competent authority, causing costs to search and rescue organizations, the fine will be from 3 to 5 million VND.

This penalty is also prescribed for cases of not proactively rescuing or not promptly informing other forces to come to the rescue of people or vehicles in distress at sea, rivers, streams, ponds, or lakes when conditions permit but not doing so.

Also according to the Decree, a fine of 5-7 million VND will be imposed on the act of not complying with the order to mobilize and perform rescue missions of competent authorities without a valid reason.

Fines of 10-20 million VND will be imposed on those who send out emergency distress signals at sea, but do not cooperate when rescue forces arrive, causing waste for the rescue agency./.
