"Pouring oil on the eels"

(Baonghean)Over the past two years, due to the impact of the global economic crisis, the domestic economy has faced many difficulties. As a result, many socio-economic development targets set at the beginning of the term have been very difficult to achieve.

- I've also heard similar reports on the radio and in the newspapers. It's not just poor, small provinces facing difficulties; even large provinces and cities with abundant budget revenues are in a similar situation.

- That's the general situation! High inventory levels, many products made by farmers and businesses are difficult to sell, causing production and business to stagnate and incomes to decrease. Meanwhile, the prices of essential goods are constantly rising, affecting everyone.

- It's true to say that this is a general situation. But within that general situation, there are still specifics. During my recent trip to several communes, I saw that in some places, thanks to the appropriate steps and methods taken by the Party committees, the government, and mass organizations, some important targets have still been achieved with positive results. However, from that, I also noticed a phenomenon that deserves serious attention, examination, and clarification.

- What exactly is this phenomenon?

- Throughout the trip, I noticed that in some places, people were using the general situation as an excuse to blame the economic downturn in order to avoid and cover up the limitations, weaknesses, and shortcomings in leadership, guidance, and implementation of the resolution during the first half of the term.

Yes, that's very likely to happen. But who will be the one to examine, analyze, and clarify this phenomenon?

- Of course, it's the higher-level Party committee that's directly involved. Along with that, the Propaganda Department should direct the press to actively investigate and clarify the issue.

- If we can do that, it will clearly identify the weaknesses and shortcomings that need to be addressed in the remaining half of the term in order to achieve the set targets and plans. And most importantly…

- This involves limiting and gradually eliminating the dishonest mindset and behavior of blaming everything on objective circumstances without acknowledging one's own faults. The goal is to eliminate the phenomenon of "pouring oil on the eel" by the end of the term.
