Effectively implement policies to support people with revolutionary contributions

On October 30, 2013, the Ministry of Finance temporarily allocated additional funds with the target of 2013 from the central budget to the local budget: 16,400.0 million VND (equal to 50% of the support fund from the central budget to the local budget as prescribed) to implement Decision No. 22/1013/QD-TTg dated April 26, 2013 of the Prime Minister on supporting people with meritorious services to the revolution in housing according to the list reported to the monitoring delegation of the National Assembly Standing Committee in 2012.

To effectively implement the policies and regulations of the Prime Minister, the Provincial People's Committee assigns organizations, agencies and units to seriously implement the following contents:

1. The Department of Finance shall preside over and coordinate with relevant sectors to advise the Provincial People's Committee on allocating counterpart funds and coordinate with the Provincial State Treasury to directly guide the preparation of estimates, management, allocation, payment and settlement of support funds according to the guidance in Circular No. 98/TT-BTC dated July 24, 2013 of the Ministry of Finance.

The Department of Labor, Invalids and Social Affairs coordinates with the People's Committees of districts, cities and towns to review the subjects who have contributed to the revolution and are supported with housing according to the list reported to the National Assembly Standing Committee's monitoring delegation in 2012, and send it to the Department of Finance for synthesis to implement the allocation, payment and settlement of capital sources in accordance with policies, regimes and subjects according to regulations.

2. The Department of Construction is responsible for organizing, guiding, supervising and urging the implementation of support according to regulations. Synthesize and report the implementation results to the Provincial Steering Committee and the Provincial People's Committee on a monthly basis.

3. The Provincial Steering Committee, relevant organizations and agencies are responsible for directing, organizing the dissemination of policies, and coordinating implementation to ensure effective and proper implementation.

The implementation of the 2013 plan must be completed before December 31, 2013. Organizations, agencies, and units are required to seriously organize the implementation.
