Review and evaluate the implementation results of the 2010-2015 mid-term Party Congress Resolution

(Official dispatch No. 1924 – CV/TU, dated February 22, 2013 of the Standing Committee of Nghe An Provincial Party Committee)

Implementing the full-term working program of the Provincial Party Executive Committee and the 2013 working program of the Provincial Party Standing Committee, the Provincial Party Standing Committee requests Party committees at all levels, Party organizations, and collective leadership of units to review and evaluate the results of implementing the Resolution of the Mid-term Party Congress (2010-2015), as follows:

I- Content and requirements

1 - Review the leadership and direction of the Standing Committee of the Party Committee, the Party Executive Committee, the Party Delegation, the leaders of departments, branches, and units in implementing the resolutions of the Party Congress at their level and the resolutions of the Party Congress at higher levels.

2- Evaluate the results of 2.5 years of implementing the goals, targets and tasks of the Party Congress resolution at the same level, clarify the results achieved, not achieved, and the reasons; supplement tasks and solutions to continue implementing in the coming time.

3- The mid-term review and evaluation of the congress must be serious, effective, and on schedule (the grassroots level must complete before May 30, 2013; the upper-grassroots level must complete before June 15, 2013; the provincial level must complete before June 30, 2013).

II- Prepare for review and assessment at the provincial level

1- Party Executive Committee of the Provincial People's Committee.

Direct provincial departments and branches to review and evaluate the implementation of assigned programs and projects to implement the Resolution of the 17th Provincial Party Congress, resolutions and conclusions of the 17th Provincial Party Committee, Resolution of the 11th Party Congress and resolutions and conclusions of the 11th Central Committee.

- Report on the results of two and a half years of implementing the goals, targets and tasks of the Resolution of the 17th Provincial Party Congress on economy, culture - society, national defense, security, administrative reform, building a team of cadres and civil servants; tasks and solutions to continue implementing in the coming time.

Completion time: Before May 30, 2013

2- Party building committees, Provincial Party Committee Inspection Committee, Fatherland Front Party Delegation and provincial-level mass organizations:

Review and evaluate the implementation of assigned programs and projects to implement the Resolution of the 17th Provincial Party Congress, the resolutions and conclusions of the 17th Provincial Party Committee, the Resolution of the 11th Party Congress and the resolutions and conclusions of the 11th Central Committee.

Report on the results of two and a half years of implementing the Resolution of the 17th Provincial Party Congress on the assigned areas; tasks and solutions for continued implementation in the coming time.

Completion time: Before May 20, 2013.

3- Provincial Party Committee Organizing Committee:Linking, synthesizing and building a report on the results of two and a half years of implementing the Resolution of the 17th Provincial Party Congress on Party building and political system building; tasks and solutions to continue implementing in the coming time.

Completion time: Before May 30, 2013

4- Provincial Party Committee Office:

Advise on the draft Report reviewing the leadership of the Provincial Party Standing Committee in implementing the Resolution of the 17th Provincial Party Congress and the Central Committee's resolutions.

- Advise the Provincial Party Standing Committee to establish a Steering Committee and a Working Group to connect and prepare a report on the results of two and a half years of implementing the Resolution of the 17th Provincial Party Congress.

III- District, city, town party committees and affiliated party committees

Organize the review and evaluation of the implementation of the goals, targets, and tasks of the Party Congress resolutions at the same level and the implementation of the resolutions, conclusions, and directives of the Provincial Party Committee and the Central Committee (similar to the provincial level). Direct and guide subordinates to conduct mid-term reviews and evaluations in accordance with the actual situation.

Time for completion and reporting to the Provincial Party Standing Committee (through the Provincial Party Organizing Committee): Before June 15, 2013.

IV- Implementation direction

- The Provincial Party Committee's Organizing Committee presides over and coordinates with the committees and the Provincial Party Committee Office to guide and direct the district, city, town Party Committees and affiliated Party Committees to organize mid-term reviews and assessments, synthesize the results and report to the Provincial Party Committee Standing Committee.

- Members of the Provincial Party Standing Committee and the Provincial Party Executive Committee monitor, direct and attend mid-term review and evaluation conferences according to the assigned fields and areas.

- If there are any problems during the implementation process, the units shall report to the Provincial Party Standing Committee for additional instructions.
