Conference of full-time National Assembly delegates prepares for Session 6
On the morning of September 25, the National Assembly Standing Committee held a conference of specialized National Assembly deputies to discuss a number of contents to be submitted to the 6th Session of the 13th National Assembly.

The conference aims to collect delegates' opinions on the Draft Amendments to the 1992 Constitution and the Draft Land Law (amended) - the two most important Law projects in the National Assembly's Law-making Program at the 6th Session, which will be held at the end of October. National Assembly Chairman Nguyen Sinh Hung chaired the conference.
Speaking at the opening of the Conference, National Assembly Chairman Nguyen Sinh Hung emphasized that the 6th Session of the 13th National Assembly is the mid-term session of the National Assembly and also the mid-term of the Party's 11th tenure, so it is of special importance. At this Session, the National Assembly will spend time listening to many reports from various sectors to review not only the socio-economic situation in 2013 but also review the results of work since the beginning of the term, as a basis for orienting work in the following years. The draft amendments to the 1992 Constitution and the Land Law (amended) are the focuses of the Session. Therefore, the task of preparing contents for the Session is extremely important.
Regarding the Draft Amendment to the 1992 Constitution, a wide and serious public consultation was organized; attracting the active participation and many enthusiastic contributions of all classes of people in the country and Vietnamese people living and working abroad. The Draft also received many enthusiastic and responsible contributions from prestigious scientists and experts. The National Assembly Standing Committee also spent 5 sessions to discuss and absorb the contents of the Draft Amendment to the 1992 Constitution.
On that basis, National Assembly Chairman Nguyen Sinh Hung requested that full-time National Assembly deputies continue to give opinions and complete them in detail to have the most complete and best Draft in current conditions, suitable to the new situation of the country before submitting it to the National Assembly for comments and approval.
The National Assembly Chairman said that even before its adoption, due to its broad scope, the Draft Amendment to the 1992 Constitution will certainly still receive diverse opinions. Therefore, it is necessary to select issues with the highest consensus to revise and supplement the Draft.
The Draft Law on Land (amended) is a very difficult type of law, with a wide coverage, directly affecting security, politics, social order and safety and the lives of all people. Therefore, it is necessary to prepare well, absorb and supplement many opinions of people from all walks of life in society and perfect the scientific and legal basis, the Chairman of the National Assembly noted.
In that spirit, National Assembly Chairman Nguyen Sinh Hung asked members of the National Assembly Standing Committee to focus on spending time, actively discussing and giving opinions to ensure the successful completion of the contents of the Session.
At the Conference, in addition to giving opinions on the full text of the Draft Amendment to the 1992 Constitution, full-time National Assembly deputies will focus on giving opinions on contents such as the role and position of the Party's leadership; economic sectors and the leading role of the State economic sector; cases of land recovery for the sake of national defense, security, national and public interests and economic development (this is an important content governing the amendment of the Land Law); the issue of the State apparatus, local authorities and the orientation for the establishment of the Constitutional Council. Regarding the Land Law, full-time National Assembly deputies will give opinions on the issue of land recovery, compensation, and support after land recovery, etc.
The National Assembly Chairman said that after this conference, the National Assembly Standing Committee will collect and revise the drafts to submit to the National Assembly for comments at the upcoming 6th Session.
The conference is scheduled to take place over two days, September 25-26. On the first working day, under the direction of National Assembly Vice Chairman Uong Chu Luu, the conference will give opinions on the Draft Amendment to the 1992 Constitution./.
