(Baonghean) - This is a project to build a road from Con Cuong town to Binh Chuan commune. Previously, the road from Con Cuong town to Binh Chuan, passing through Mau Duc and Don Phuc communes, was just a dirt path in many sections, and had to cross many large and small streams. Therefore, to get to Binh Chuan, almost everyone had to go upstream via Khe Bo (Tuong Duong), then take Highway 748 to Yen Hoa, Nga My, and Xieng My, a distance of about 100 km to reach their destination.

Recognizing the importance of the Con Cuong Town - Binh Chuan road, the project commenced construction in 2006 with a total estimated cost of 128 billion VND for 4 packages including 29 km of road and 9 bridges. After more than 6 years, the project has completed 18 km of road, with the remaining 11 km having their foundations finished; 2 bridges have been completed, while the remaining 7 bridges have only had their abutments completed and have been temporarily halted due to a lack of funding.
According to officials from the District Department of Industry and Trade, at the end of 2012, the estimated cost for the Con Cuong Town - Binh Chuan road project was adjusted to 215 billion VND. However, due to financial difficulties, the Provincial People's Committee postponed the project's completion date to 2015.
Currently, in the unfinished 11km section, the roadbed and foundation have subsided significantly, with some sections almost impassable for vehicles. If this area experiences storms and floods this year, the road will likely be destroyed. The main issue of wastefulness in this project lies here. From 2006 to 2012, the project incurred an additional cost of 87 billion VND. Given the current state of subsidence, it's not difficult to imagine what this 11km road will be like after a few more rainy seasons... And then, will the investment cost still be 215 billion VND, or will it exceed that amount by many billions?
The approach to investing in and constructing projects like the Con Cuong - Binh Chuan town road needs to be reconsidered. The piecemeal, protracted investment in mountainous transportation infrastructure projects not only delays the utilization of their potential but also generates significant additional costs due not only to price fluctuations but also to natural disasters. This creates both difficulties and wastefulness!
