Adjust the approach rather than adjusting the numbers

(Baonghean) - Our country's economy has been in a state of instability since 2008, and gradually recovered in late 2012 due to policies to stimulate aggregate demand, but now still faces many challenges. The reason is that the internal causes of the economy have not been resolved.

Bad debt has not improved, the situation of banks having excess money and businesses lacking capital is still prolonged, and efforts to warm up the real estate market have not achieved the expected results. Not to mention, this year our country is also facing the risk of causing macroeconomic instability, which is the budget deficit due to revenue not meeting the plan.

Therefore, there have been recommendations to adjust the 5-year economic plan, instead of letting the growth rate from 7.5-8% now adjust down to 6.5% to match the actual situation. Obviously, this is a necessary step, but some economic experts believe that adjusting the figures does not solve the current situation, but what is needed is to adjust policies, guidelines and appropriate measures to revive the economy. This is exactly what needs to be done immediately. Because the cause of the current economic weakness is not only due to the world economic crisis, but mainly due to internal weaknesses. Because the world economic crisis has affected other countries, but many countries in the region have entered the recovery and stability trajectory.

Therefore, we must find the right answers to the issues raised by Deputy Prime Minister Nguyen Xuan Phuc at the International Scientific Conference "Reviewing the half-way point of socio-economic development in the 5 years 2011-2015 and strategic adjustments" which took place in Hanoi on September 23.

One isWhy is our economy recovering from the crisis more slowly than other countries in the region? What aspects of our economic model are not suitable for the current international economic environment? What has reduced our competitiveness and are the measures to help restore the economy realistic and suitable for the current conditions of the country?

Second,Do we need to find new growth drivers and new incentive systems to build a fast-growing, dynamic, modern, internationally competitive economy, or should we keep things as they are and just make a few adjustments?

Three is, does the current global crisis and the current domestic economic difficulties require a strong shift in industry policy? If so, to what extent? Consider which industries have best coped with the recent difficulties, which industries have been most negatively affected to help us draw new visions on choosing industries in which Vietnam has a real competitive advantage.

Four is, evaluate the implementation of 3 strategic breakthroughs; restructure the economy, innovate the growth model according to Resolution 3 of the Central Committee. Point out the limitations, weaknesses and subjective and objective causes, especially structural issues, along with institutional shortcomings, direction, management, implementation organization; human resources... What are the 3 most effective breakthrough solutions to help the economy rise from the current difficult situation?

Five is,It is necessary to consider and discuss a number of major issues such as what lessons have Vietnam's economic decentralization experience in the past shown us, and to what extent is it appropriate? Which stage's decentralization method and dosage are still weak? Is there any stage that is too decentralized, leading to consequences in the management of the development process? What is the role of agriculture, rural areas, and farmers in the industrialization process and maintaining social stability? How effective has the new rural model been in practice, what are the major points to note, and how has this model been linked to the restructuring process of agricultural production? How necessary is the scale of the State economy, especially the role of State-owned enterprises, and how should it be maintained?

Answering these questions thoroughly and making the necessary and reasonable adjustments to effectively solve them is the most urgent thing to do in the current situation. Therefore, it is better to adjust the way of doing things than to adjust the numbers.
