Nghia Dan: Focus on party development and party member quality

(Baonghean) -After the Nghia Dan district party congress for the 2010-2015 term, the work of managing, educating party members and developing new party members was directed by the Standing Committee of the District Party Committee, thanks to which the quantity and quality of party members in the entire party committee were increasingly improved.

Nghia Dan district Party Committee has 6,079 party members, operating in 51 grassroots party organizations, including 31 party committees and 20 party cells, 464 party cells directly under the grassroots party committees.

To promote the work of developing the Party and improving the quality of Party members, Nghia Dan District Party Committee assigned the responsibility to the Organizing Committee to direct grassroots Party organizations to regularly pay attention to doing a good job of managing Party members and creating sources for developing new Party members; Directing the Inspection Committees at all levels to do a good job of inspecting and supervising Party members. Thanks to that, in the past half term, the whole district has admitted 575 new Party members (exceeding 48% of the target set by the Congress Resolution), officially transferring the Party to 492 comrades; opening 12 classes to foster Party awareness for 986 outstanding people. Many grassroots Party organizations have creative ways of doing things, thus improving the quality of Party members and developing many new Party members.

Nghia Long is a purely agricultural commune, people's lives mainly depend on agricultural production, the intellectual level of the people is still low, but in the past term, the entire Party Committee has developed 28 new Party members. Right from the beginning of the term, the Party Committee of Nghia Long commune has built a plan to develop Party members for the entire term and each year.

Based on the resources of the Party cells, the Party Committee annually assigns the target of recruiting Party members to each Party cell, using the target of developing Party members to evaluate and classify the Party cells at the end of the year. In addition, to create a source of funding, the Party Committee has used the operating budget to serve Party work to partially support the Party cells to organize elite masses to participate in training courses to improve political awareness.

In Nghia Son, the development of the Party as well as the management of Party members also have good solutions. As a farm commune with a large number of Party members and a fairly high level of education, the development and management of Party members is difficult because many Party members work far away and participate in seasonal labor at TH Milk Food Joint Stock Company. Identifying this difficulty, from the beginning of the term, the Party Committee issued a specialized Resolution on the development of Party members. After half of the term, the Party Committee has developed 19 new Party members. To manage Party members, the Party Committee regularly contacts units with Party members of the Labor Party Committee to grasp the situation, proactively and effectively carry out the work of inspecting and supervising Party members. Thanks to the good work of Party member management, in the past 3 years, the Nghia Son Commune Party Committee has had no Party members violating the Party Charter. The Party Committee was awarded the flag of the exemplary clean and strong Party Committee by the Provincial Party Committee for 5 consecutive years 2008 - 2012.

Developing party members to eliminate hamlets and villages without party cells is also a creative way of Nghia Dan. Nung hamlet is a particularly difficult area of ​​Nghia Duc commune with 100% of the population being ethnic minorities. For many years, the hamlet has not been able to establish a party cell because it has only one party member, and has to join the party cell of hamlet 4. Each time the party cell meets, it has to travel 7 km of forest road.

Faced with that situation, the Party Committee implemented a plan to bring Party members from the commune agency to participate in activities and decided to establish the Nung hamlet Party cell in early 2012; after its establishment, the cell developed 02 new Party members. Some Party organizations have done a good job of developing Party members such as: the Party cell of the district's Party - mass organization, the district police, the Nghia Hong commune Party cell, the Co Do high school Party cell, etc.

Comrade Nguyen Ngoc Duc, Standing Deputy Secretary of the Party Committee of Nghia Long Commune, shared: “In the current conditions, it is really difficult to do a good job of developing party members. Young people with capacity and qualifications leave the locality, young party members ask to be exempted from party activities and go to work far away, making it very difficult to manage. Meanwhile, the team of cadres doing party work at the grassroots level is thin, holding many concurrent jobs, so the work is very difficult. The Party Committee has had solutions to overcome this problem, including focusing on doing a good job of ideological work for party members, innovating the content and methods of activities of party cells and mass organizations, closely managing and assigning tasks to party members, with monitoring, inspection and supervision.”

Despite achieving important results, the improvement of the quality of party members in Nghia Dan district still reveals certain limitations: Some party committees and organizations have not really attached importance to the management, training and education of party members; there have been no measures to promptly correct and handle party members who violate the law; the assessment of party members' quality is sometimes and in some places still formal; the development of party members who are ethnic minorities and religious people faces many difficulties; the elimination of hamlets and villages without party cells is still inadequate...

Comrade Vu Ngoc Thao, member of the Standing Committee, Head of the District Party Committee's Organization Committee, added: "In the coming time, the District Party Committee's Standing Committee will direct grassroots party organizations to grasp the current situation of party member quality; strictly maintain and improve the quality of party cell activities and mass organizations; do a good job of gathering and educating union members and association members to create a source for party development; pay attention to training and developing party members who are religious and ethnic minorities; train prestigious people among ethnic minorities to join the Party, thereby eliminating villages and hamlets without party members."

With positive and creative solutions, in the coming time, Nghia Dan will continue to improve the quality of party members in the entire party organization, thereby improving the leadership capacity and fighting strength of the party organization, meeting the requirements of new tasks.
