Solutions to improve the effectiveness of using Party newspapers.
Initially, Party newspapers and magazines were only given to branch secretaries to read and select information for dissemination throughout the branch. However, recently, Thanh Luong commune (Thanh Chuong district) has implemented a system of circulating and sharing Party newspapers and magazines among branch members and the people. This solution not only improves the quality of branch activities but also actively contributes to the successful implementation of the local political tasks.

Investigating the use of Party publications and magazines at Party Branch 10 in Thanh Luong commune, we were told by Comrade Nguyen Trong Chatt, the branch secretary, that: “The Party newspaper and internal newsletter here are regularly passed around among cadres and Party members for reading, so they are very familiar with the Party's guidelines and policies, and the State's laws, which they can easily disseminate to the people.” The entire hamlet has 63 households, and from Party branch meetings to hamlet meetings, everything is maintained seriously and with rich content. Party members in the branch and the people easily understand the ideology and direction, so mobilizing people to contribute to various funds and fees doesn't take much time, and the Party branch's resolutions are actively supported by Party members. Hamlet 10 consistently leads the commune in various movements.

The Party cell of Hamlet 1 has 29 retired officials and 75 members of the Senior Citizens' Association. Daily newspaper reading has become a regular part of their activities. Every morning, the Party cell secretary doesn't wait for the postman to deliver the newspaper; instead, he goes to the post office himself to pick it up, read it, and share it with others to stay updated. Some practical new policy information related to people's lives is meticulously recorded by the members for discussion during the Party cell's thematic meetings. Therefore, the Party cell meetings are always rich in content, attracting full participation from all Party members, thus effectively leading and directing the political tasks of the hamlet. At the end of the two-year review of Directive 03-CT/TW on promoting the study and emulation of Ho Chi Minh's moral example, the Party cell of Hamlet 1 presented a model report on its achievements, the quality of its Party cell activities, and its consensus, unity, and contribution of manpower and resources to expand and upgrade the hamlet's roads.
Thanks to effective information and propaganda methods through the use of Party newspapers by village Party branches, the Resolution of the Commune Party Congress has been actively and effectively implemented. Halfway through the term, several targets have been achieved at a high level. Inter-village roads have been upgraded; irrigation systems such as pumping stations and damaged canals have been repaired and dams have been reinforced; new internal field roads have been opened, and fields have been improved… with a total cost of nearly 1 billion VND, mainly from contributions from the people.
The movement for national unity in building a cultured way of life is becoming increasingly evident. All hamlets have their own regulations and are implementing a civilized lifestyle effectively. To date, 1,268 out of 1,583 (80%) families have achieved the status of "cultured family". Thanh Luong is one of two units in Thanh Chuong district recognized as a "cultured unit" by the Provincial Labor Union, and one hamlet has also been recognized by the province. Weddings and funerals are conducted in a streamlined manner, following the new lifestyle, and the problems of excessive drinking, smoking, and playing music late into the night have disappeared.
The concrete road was built with the help of local people.
It can be seen that applying the solution of rotating Party newspapers and magazines among cadres and Party members in Thanh Luong has had a positive and practical effect in applying new models and good practices from the newspapers to local practice, and has encouraged the implementation of the commune's political tasks. The Party building pages in Nhan Dan Newspaper and Nghe An Newspaper have become important documents for Party branches to use in their monthly branch meetings.
Currently, the Thanh Luong Commune Party Committee has determined that it must continue to direct and supervise the effective circulation of Party newspapers and magazines among cadres, Party members, and the people, considering it one of the necessary methods to improve the quality of Party activities as well as the quality of mobilization and propaganda work to encourage the entire population to actively and successfully implement the resolutions of the Party at all levels.
