On October 22, immediately after receiving information about the incident, Deputy Chief of Office of the Ministry of Health Pham Thi Thanh Binh issued an urgent document requesting the Hanoi Department of Health to report the incident and the report from the Department of Health was sent to the Ministry of Health that same afternoon.

According to information from the Ministry of Health, because the Minister of Health is on a business trip to the Philippines (attending the 64th meeting of the World Health Organization for the Western Pacific), Deputy Minister Nguyen Thi Xuyen will sign a document on behalf of the health sector to express condolences to the victim's family, apologize to all the people, and is ready to coordinate with relevant agencies to clarify the incident.

Speaking with Tuoi Tre, a representative of Bach Mai Hospital said that all hospital staff were shocked, surprised and bewildered, because in his normal work, Dr. Tuong was a doctor with solid expertise, had a happy family, and did not have any personality abnormalities.

Previously, Ms. Le Thi Thanh H. came to this beauty salon to have surgery, liposuction and breast augmentation. After performing anesthesia, Dr. Tuong directly performed surgery, liposuction and breast augmentation for Ms. H.

After surgery, the staff discovered that Ms. H. had difficulty breathing and was foaming at the mouth, so they injected her with medicine.

After that, Ms. H. showed signs of cyanosis, so Mr. Tuong directed her to be given oxygen and given emergency measures. When Mr. Tuong returned to the beauty salon, he discovered that the victim was clinically dead and died shortly thereafter.

Fearing responsibility, Mr. Tuong sent the center's employees home, packed up their belongings, and had computers, books, and some tools taken away and hidden elsewhere.

In the evening, Mr. Tuong took his Kia car and, together with Dao Quang Khanh (a security guard at the beauty salon), carried the victim's body into the car. After driving around, Mr. Tuong and Khanh carried the victim's body to Thanh Tri Bridge and threw it into the Red River to destroy evidence.

The investigation agency has urgently arrested Mr. Tuong (40 years old, residing in Co Nhue commune, Tu Liem district, Hanoi) for the act of "murder".

Mr. Tuong's wife, a doctor at Hospital E (Ministry of Health), also participated in this facility and has been summoned by the police for questioning.

On the afternoon of October 22, the police escorted Mr. Tuong to Thanh Tri bridge to reenact the crime scene of the victim's body being thrown away.

On the evening of October 22, Dao Quang Khanh was also arrested for "murder" as an accomplice with Mr. Tuong.
