Mr. Tinh reserved a compartment of the family wall cabinet to save the newspapers. Because the newspaper is well managed and highly responsible, since the beginning of the year all issues of Nghe An newspaper and Nhan Dan newspaper have been kept in complete and very careful order.

Young Party member Vi Van Tinh is a person who often borrows newspapers from the Party cell secretary to read. Mr. Tinh confided: “There is a TV at home, but because there is not much time to watch it, I cannot grasp the necessary useful information that the Party and the State have for the people. Therefore, the Party newspapers that reach the people are very necessary. If I am busy today and cannot read it, I will open the newspaper tomorrow and read it over and over again to understand. When I read the newspaper, I will propagate it to others to read, or through the press, I will grasp the policies of the Party and the State and explain it to others to understand. Reading the Party newspapers, especially the articles that are close to the locality and the people, is easy for me to understand, such as the columns: “People say”, “Your health”, the “agricultural extension” page and many investigative articles.

Through reading the party newspaper, Party cell secretary Luong Xuan Tinh concluded that in order to successfully build a new countryside, the role and ownership of the people must be promoted. The state supports cement, while sand, gravel and working days are contributed by the people. But to make people understand, we must propagate to the people, so before starting to build a new countryside, Mr. Tinh actively carried out propaganda and mobilization work to mobilize the internal strength of the people right in the village. People were allowed to participate in discussions, take on the work, and also to inspect and supervise the activities of the Party Committee and management board in carrying out the task of building a new countryside. Therefore, all contributions were enthusiastically responded to by the people. In 2 years (2012 - 2013), the people in the village donated 3,500m2 of land to open roads, contributed 237,694 million VND, and mobilized 1,440 working days to pour concrete on 2,219m of internal roads. In addition, the village also mobilized people to contribute 80 million VND to build a village cultural house, fully equipped with tables, chairs, televisions, and electric fans. The village's appearance has improved, people's lives have improved, and now the whole village has only 5 poor households.
