Border law training for key leaders
On August 29, in Dien Bien, the Central Propaganda Department chaired and coordinated with the Ministries of Foreign Affairs, Information and Communications, Industry and Trade and the Border Guard Command... to organize a conference to train, disseminate and popularize border laws for key leaders in the Vietnam-Laos border area of Dien Bien and Son La provinces.
On August 29, in Dien Bien, the Central Propaganda Department chaired and coordinated with the Ministries of Foreign Affairs, Information and Communications, Industry and Trade and the Border Guard Command... to organize a conference to train, disseminate and popularize border laws for key leaders in the Vietnam-Laos border area of Dien Bien and Son La provinces.
Attending the conference were representatives of Voice of Vietnam, Dien Bien Provincial Party Committee, Son La Provincial Party Committee and key leaders, village elders, village chiefs, and prestigious people in 9 districts and 46 border communes of Dien Bien and Son La provinces.
At the Conference, delegates were informed of the contents of documents related to the Vietnam-Laos border and the results of the work of increasing and upgrading the system of national border markers in the field between the two countries; the economic, social, defense and security situation in the border areas in the two provinces of Dien Bien and Son La; the results of Vietnam-Laos border trade cooperation in 2012, the first quarter of 2013, the cooperation plan for 2013 and regulations on border trade; the program of providing information on mountainous, remote, border and island areas in the period of 2012-2015; the security situation of the Vietnam-Laos border and the results of the mass mobilization work of the Border Guard; issues raised by the authorities and people in the border areas.
Speaking at the opening of the conference, Mr. Truong Minh Tuan, Deputy Head of the Central Propaganda Department, member of the State Steering Committee on Border Demarcation and Marker Planting, said that on July 9, the Governments of Vietnam and Laos solemnly held a ceremony to celebrate the completion of the work of planting border markers between Vietnam and Laos in the field.
This is a very important event and milestone in the process of demarcation, marker planting, thickening and embellishing the border marker system along the entire border between Vietnam and Laos since 2008.
After the field completion phase, when the Vietnamese and Lao governments complete legal procedures related to border work and border management, the people of the two countries, especially the officers, soldiers and ethnic minorities on both sides of the border, will be the core force in protecting the border and border markers of the Fatherland.
Therefore, more than ever, village elders, village chiefs, and prestigious people in border villages and hamlets; cadres of border communes; officers and soldiers of Border Guard Stations; and interdisciplinary teams in border areas must strive to further promote their roles, positions, and responsibilities in border work; and together with the people of the whole country, strictly implement border law regulations.
Dien Bien province has four districts with 29 communes bordering Phong Sa Ly and Luong Phrabang provinces with a 360km long border, Son La province has five districts with 17 communes bordering Hua Phan province of Laos with a 250km long border.
The work of protecting and managing the border and border markers will be highly effective if the staff at district and commune levels, border guards, village chiefs and prestigious people in the villages are of one mind, setting an example for the people in specific and practical activities to protect the border markers, border lines and border security; participating in economic development, enriching themselves and their homeland, while constantly maintaining good feelings with the people of Lao ethnic groups on the other side of the border./.
