Comments on the Draft amending and supplementing a number of articles of the Law on Emulation and Commendation

(Baonghean.vn) -On the afternoon of September 9, under the chairmanship of Comrade Pham Van Tan - Head of the Provincial National Assembly Delegation, the Provincial National Assembly Delegation held a Conference to collect comments on the Draft amending and supplementing a number of articles of the Law on Emulation and Commendation.

The Law on Emulation and Commendation was passed by the 4th session of the 11th National Assembly on November 26, 2003 and took effect from July 1, 2005; a number of articles were amended and supplemented at the 7th session of the 11th National Assembly in 2005. After 8 years of implementation, the Law on Emulation and Commendation has revealed a number of shortcomings that need to be studied, supplemented and amended.



Conference scene

Most of the opinions contributing to the Draft Law amending and supplementing a number of articles of the Law on Competition at the conference agreed with the name in the Draft Law. However, the delegates also said that a number of provisions in the Draft Law have not yet shown the relationship between rewards and emulation, so it is necessary to unify the forms of rewards, supplement Articles 44, 61 and 71, Clause 2, Article 21, Clause 3, Article 32, and clearly stipulate the criteria for considering the awarding of commended subjects.

In addition, delegates also proposed to shorten the time to adjust the reward level according to each achievement and stipulate that only one level should make the decision to recognize the reward. Opinions also said that it is necessary to consider having regulations on the spending level for emulation and reward work at all levels; shorten the time between reward levels.

The delegates' comments will be fully compiled by the Provincial National Assembly Delegation and sent to the drafting agency for consideration, completion and submission to the National Assembly session for approval.
