Solving the problem of investment efficiency

(Baonghean) - Nghe An is proud to have Cua Lo beach, which is rated by the World Tourism Organization as the most beautiful beach in Northern Vietnam. And for many years, Cua Lo has been mentioned as an indispensable beach tourist destination in the summer days of Vietnamese people from Deo Ngang to the North. However, in reality, Cua Lo beach is not the most attractive tourist destination in the North. Saying so is not to lower the position of Cua Lo but only to tell the truth that, for many years, despite many efforts, we have not yet effectively utilized and exploited the potential and strengths of a beautiful beach. Therefore, the policy of Nghe An province to build and develop Cua Lo town into a tourist city by 2015 with a vision to 2020 is to utilize and promote that advantage.

The question here is why, over the years, all levels and sectors from the province to the locality have devoted a lot of resources with many programs, plans and preferential policies to develop and improve Cua Lo beach tourism, but up to now, the results have not been as desired and expected. There are many reasons, but if you pay attention to find out and research carefully, you will see that there is a basic, important factor that governs all activities related to tourism. That is the ideology and mindset of individuals and organizations participating in tourism business in Cua Lo. Due to weather and climate conditions, each year Cua Lo beach tourism industry only really operates effectively for a period of three to four months.

The rest of the year is almost inactive. Therefore, large enterprises in the tourism sector are hesitant to invest money and property in a systematic, systematic, and in-depth way to create truly unique and distinctive products to serve the diverse needs of tourists, from accommodation to cuisine and forms of entertainment, tours, and peripheral tourist routes. Because the capital invested is large, the ability to recover capital is slow, the effective operating time is low, and conversely, the time does not generate profits for a long time. Not to mention, not only does it not generate profits, it also costs money to maintain a certain workforce to carry out the stages of protection, maintenance, and anti-deterioration maintenance.

Therefore, when participating in the tourism business in Cua Lo, people always have the mentality of looking for options that can recover capital the fastest, the most with the lowest cost because the opportunity to make money is only a few months a year. That way of thinking leads to the way of doing things in a "short-cut" way. Services for tourists in Cua Lo, from accommodation to other rest and relaxation activities, are mostly at the "average" level, even poor average, lacking highlights and leaving no mark. Of the 248 accommodation establishments (capacity of over 18,000 tourists staying/day/night), only 20 hotels are qualified to be awarded from two to four stars, but the number of three to four stars also accounts for only a modest proportion of those "starred" accommodation establishments.

The implementation of the Lan Chau - Ngu Island Ecotourism Complex Project following the model of Nha Trang's Hon Ngoc Viet Project has been put into operation for 10 years. However, at present, it has not left any significant impression on tourists because the infrastructure serving tourism to meet the diverse needs of tourists is still lacking and has many limitations. Here and there, there is still a "grab and run" mentality leading to a "grab and run" approach, most clearly shown in business activities with ugly phenomena such as price gouging (also known as "ripping off" tourists), stalking, soliciting customers to buy goods, brokering unhealthy activities... reducing the attractiveness of Cua Lo to tourists. The lack of systematic and in-depth investment is also one of the reasons why Cua Lo is only a beach for domestic tourists and not yet an attractive destination for international tourists, except for visitors from Laos.

Therefore, in order for Cua Lo to break through and develop into a “green, clean, beautiful, rich, civilized coastal tourist city, together with Vinh City to develop into an economic growth pole and spearhead of Nghe An province”, the key point is to mobilize many resources in society to participate in the field of tourism development. And to mobilize the active and widespread participation of resources in society, we must find a way to solve the problem of investment efficiency. Because in production and business, there is a very simple truth: if it is not effective, then do not invest.
