Directive No. 03-CT on continuing to promote studying and following Uncle Ho

Directive No. 03-CT/TW dated May 14, 2011 of the Politburo on continuing to promote studying and following Ho Chi Minh's moral example

Implementing the Resolution of the 10th National Party Congress, the Politburo (10th tenure) issued Directive 06-CT/TW, dated November 7, 2006, on "Organizing the campaign "Studying and following the moral example of Ho Chi Minh". Over the past 4 years, with the regular and close direction of Party committees and organizations at all levels; the active participation of cadres, Party members and people, the campaign has achieved initial results, contributing to the work of Party building and rectification and the successful implementation of the Resolution of the 10th Party Congress. The results of the campaign have affirmed that studying and following the moral example of Ho Chi Minh is very important and necessary, not only meeting urgent immediate requirements but also having fundamental and long-term significance for the revolutionary cause of our Party and people.

To continue promoting the study and following of Ho Chi Minh's moral example in the spirit of the Resolution of the 11th Party Congress, the Politburo requires Party committees, Party organizations, sectors and levels to grasp, thoroughly understand and well implement the following issues:

1- Purpose

Promoting the achieved results, overcoming the limitations in implementing the movement in the past time, continuing to make the entire Party, the entire people and the entire army deeply aware of the basic contents and great values ​​of Ho Chi Minh's ideology, morality and style; creating a stronger and more profound change in the awareness of self-cultivation, training, improving revolutionary morality, fighting against individualism, opportunism and pragmatism, pushing back the degradation of political ideology, morality, lifestyle and corruption and negative evils; contributing to the successful implementation of the Resolution of the 11th National Party Congress.

2- Requirements

- Create a high level of consensus in the Party and society about the meaning and importance of studying and following Ho Chi Minh's moral example, considering this a regular daily task and a specific and personal responsibility of all cadres, party members and people.

- To lead and direct in a synchronous and close manner, combining the organization of studying and following Ho Chi Minh's moral example with the work of Party building and rectification, campaigns and movements being deployed in the Party and in society, contributing to promoting the implementation of political tasks of each sector, locality, agency and unit. Combining building and fighting.

- Enhance the sense of self-cultivation and training of each person, especially the exemplary role of key officials at all levels, of leaders and superiors; at the same time, regularly inspect and urge strict implementation of regulations of the Party organization, laws of the State, internal rules and regulations of agencies, units and supervision of the people.

3- Main contents to be implemented

- Continue to organize the study of Ho Chi Minh's ideology and moral example, including studying and following his style and manners, specifically demonstrated in daily work, in relationships with people, comrades, colleagues... Especially emphasizing following through practical, concrete actions.

- Continue to build and organize the implementation of ethical standards according to Ho Chi Minh's ideology and moral example, in accordance with the operational characteristics of each industry, locality, agency and unit in the current period.

- Clearly define the responsibility of taking the lead and being a good example for key leaders, heads at all levels, cadres and party members. Develop a mechanism for inspection and supervision by party organizations and the people regarding the moral training and cultivation of cadres and party members.

-Incorporate the study and following of Ho Chi Minh's moral example into the regular activities of party organizations, authorities, and unions. Develop and effectively implement action programs of party organizations, agencies, and units; training and education programs for cadres, party members, civil servants, and public employees. Take the results of studying and following of Ho Chi Minh's moral example as one of the criteria for evaluating, reviewing, and classifying party members and party organizations every year.

- Continue to direct the compilation of programs and textbooks on Ho Chi Minh's ethics for teaching at all levels of the national education system and for training and fostering cadres at academies, political schools, and cadre training and fostering schools at all levels.

- Pay attention to moral and lifestyle education for the young generation. Party committees, authorities, the Fatherland Front and organizations at all levels have specific measures to organize and direct the effective implementation of moral and lifestyle education for the young generation following Uncle Ho's moral example.

- Periodically organize inspections, urge, summarize, review, discover and commend advanced models in studying and following Ho Chi Minh's moral example. Criticize and correct distorted perceptions, exemplary actions, and actions that do not match words. Fight against wrong viewpoints, manifestations of bureaucracy, corruption and waste.

- Continue to promote the propaganda about Ho Chi Minh's moral example and advanced models in studying and following Uncle Ho's moral example in many rich and vivid forms.

4- Implementation

- The study and following of Ho Chi Minh's moral example is directed by Party committees at all levels, directly by the Standing Committee of the Party Committee and the Party Committee Secretary. No steering committees at all levels are established.

The Central Party Secretariat, the General Secretary directs the study and following of Ho Chi Minh's moral example throughout the Party and society.

- Pursuant to the Politburo's Directive, provincial and municipal Party Committees, Party Executive Committees, and Party Delegations shall lead, organize, and guide the regular study and following of Ho Chi Minh's moral example in their localities, sectors, organizations, agencies, and units.

- The Central Propaganda Department is a permanent agency with a support unit with a number of specialized cadres, assisting the Secretariat in organizing and directing the study and following of Ho Chi Minh's moral example. In sectors, localities, agencies and units, a streamlined support unit with a core of cadres from the Propaganda Department should be established to help the Propaganda Department advise and assist the Standing Committee of the Party Committee in directing the implementation of this policy.

- Based on this Directive, the Central Propaganda Department shall preside over and coordinate with agencies to develop programs and study contents; specify revolutionary ethical standards and provide guidance for implementation; incorporate the content of studying and following Ho Chi Minh's moral example into the monthly activities of party organizations, authorities, and unions, into the curriculum of schools; the content and methods of testing and evaluating results; the interim and final review plan; the regulations on coordination and direction, regulations on exemplary responsibility of leaders... to be submitted to the Secretariat for promulgation. At the same time, direct the mass media agencies and the team of reporters to regularly propagate Ho Chi Minh's ideology and moral example, about advanced models, good people, and good deeds in studying and following Uncle Ho's moral example.
