According to regulations, one thematic meeting is held each quarter, and a number of mandatory thematic meetings are guided by specific guidelines. This encourages creativity among party branches in selecting thematic topics relevant to the unit's practical situation, attracting the active participation of party members.

The Party Committee of the State Bank of Vietnam, Nghe An Branch, has 41 party members, organized into 5 subordinate party branches. Monthly, the Party Committee Executive Board meets to set the political tasks of the Party Committee, and based on this, informs the party branches to guide their activities. As a result, the content of the branch meetings closely follows the professional tasks of each department and unit. In particular, the thematic meetings have truly focused on lively and beneficial discussions, creating a democratic atmosphere within the party and finding effective solutions. Many thematic meetings have proven to be highly effective in professional work, improving the capacity of state management in areas where there are shortcomings, and addressing the weak capacity of capital management at the grassroots level. The Inspection Party Branch held thematic meetings on: “Solutions for better interest rate management,” and “Managing the people's credit fund system.” Through thematic discussions, the General Affairs Party branch and specialized departments proposed several solutions to strengthen the management of gold trading at some enterprises...

Nguyen Xuan Dung, Secretary of the Inspection Department Party Branch, shared: "To have a quality thematic meeting, thorough preparation is required, based on the collective suggestions and strong agreement of Party members. The Party branch secretary and the branch committee must initiate and agree on the outline, and the content must be approved by the Party Committee. With this approach, the Party Committee of the State Bank of Vietnam truly creates a democratic and open atmosphere within the Party, contributing to the successful implementation of the unit's professional tasks." Comrade Cao Van Hoi, Secretary of the Party Committee and Deputy Director, stated: "Based on the achievements, the Party Committee continues to direct the maintenance of solutions to improve the quality of Party branch meetings by strengthening thematic meetings and focusing on the two Party branches with sensitive professional tasks and work nature, such as the Inspection Department Party Branch and the General Affairs Party Branch."

For the Party Committee of the State Inspectorate, with its unique and "sensitive" work, where the majority of cadres and Party members frequently travel for inspections, audits, and reviews, it is essential for each cadre and Party member to constantly cultivate and improve their professional ethics and conduct. Therefore, the Party Committee clearly recognizes the crucial role of Party branches in monitoring the ideological development and professional capabilities of each cadre and Party member through regular Party meetings. The Party Committee consistently requires Party branches to standardize Party work, records, and documentation; furthermore, Party branch meetings focusing on specific topics and themes are also given considerable attention and actively promoted. Some thematic topics, after being discussed and exchanged among cadres and Party members during branch meetings, have had a positive impact on professional work. For example, the thematic topic "Effectively recovering funds from violations after inspection" of Branch 3 has resulted in a recovery rate exceeding 85% in areas where this work was previously weak. Similarly, at the Citizen Reception Branch, the thematic topic "Strengthening skillful public relations in citizen reception" has led to positive changes in the reception of citizens and the attitude of cadres and Party members in serving the people.

Improving the quality of Party branch meetings through thematic discussions has also been promoted within the Party Committee of Nghe An Newspaper. The Party Committee of Nghe An Newspaper regularly educates cadres, Party members, and reporters on political ideology and professional ethics through Party branch meetings. Due to the unique situation where 3 out of 5 Party branches combine members from 2-3 specialized departments, these branches carefully consider the key issues of the agency, the requirements of the newspaper, and the tasks of each department when selecting thematic discussion topics to unify the content of the branch's thematic discussion. The Culture, Society, Electronics, and Mountain Regions Party branch (comprising Party members from 3 departments: the Culture, Society, Electronics, and Mountain Regions Weekend departments) has 13 Party members. In 2013, several high-quality thematic Party branch meetings were held, attracting active participation from Party members and creating significant improvements in the professional work of each department, such as the thematic discussion "Improving the quality of photo reportage in the weekend newspaper". Special topic: “Putting articles online when Nghe An Electronic Newspaper uses the new interface”...

Secretary of the Culture, Social Affairs, Electronics, and Mountainous Regions Party Branch, Cao Thi Thanh Thuy, shared: “Due to the unique nature of being a combined party branch, in practice, to ensure the quality of this thematic meeting, we must gather opinions from party members, reach a consensus from the previous meeting, and assign leaders of specialized departments to prepare thoroughly and suggest discussion topics.” Thematic meetings are also being promoted in most subordinate party branches. Some high-quality and practical thematic meetings include: the News and Reader Relations Party Branch choosing the theme “Solutions to improve the quality of the Party building special section”; the Office Party Branch choosing the theme “Coordination between the distribution department and the accounting department in newspaper distribution and debt collection”... It can be said that these are three of many grassroots party branches under the Provincial Party Committee of State Agencies that have actively applied the practice of party branch meetings to contribute to improving the quality of party branches as well as the quality of party members.

Effectively promote the role of the political core.

To effectively implement the 2013 theme, "Year of Improving the Quality of Party Branches," the Standing Committee of the Party Committee of the Provincial Agencies Bloc has implemented many comprehensive solutions, focusing on implementing Resolution No. 09-NQ/TU dated March 23, 2012, of the Provincial Party Committee and specifically Resolution No. 01-NQ/DU dated December 12, 2011, of the Party Committee of the Provincial Agencies Bloc on "Improving the leadership capacity and fighting strength of grassroots Party organizations in Nghe An province, 2011-2015." Accordingly, the Party Committee of the Bloc has developed three projects on improving ideological work; strengthening inspection and supervision; and improving the quality of Party branch activities. At the same time, the Standing Committee of the Party Committee of the Bloc has set high requirements for grassroots Party organizations in selecting key areas to consolidate and improve the quality of Party branches; Strengthening inspection and supervision of the quality of party branch meetings, the quality of records and books on collecting party membership fees; sending officials from various departments to attend branch meetings at some grassroots levels; suggesting and guiding the content of meetings according to thematic topics such as "Studying and following the moral example of Ho Chi Minh on the mass-oriented, democratic style of leadership; upholding the exemplary responsibility of cadres and party members, especially key cadres at all levels"... As a result, the sense of responsibility of party members in participating in branch meetings and party activities has been raised, with serious and active self-criticism and criticism; the number of branch meetings has increased to an average of over 12 meetings/year, the percentage of party members participating in branch meetings has reached an average of 96.77%; the percentage of thematic meetings of branch meetings in the year reached over 55% (47.4% in 2012).

In 2014, to continue addressing existing shortcomings and limitations, and to effectively implement Central Resolution 4 (11th Congress), Resolution 09-NQ/TU, and Resolution 01-NQ/DU, the Standing Committee of the Party Committee of the State Agencies Bloc identified the key task as "Improving the quality of Party branches and the responsibility of cadres and Party members in fulfilling their duties and responsibilities." Comrade Nguyen Quang Tung, Deputy Secretary of the Party Committee of the State Agencies Bloc of the province, stated: To effectively implement the key content of the year, in addition to regular activities in Party building, the Standing Committee of the Party Committee will strengthen inspection and rectification work at weak Party branches and Party committees; and work with the Executive Committees of grassroots Party committees and professional leaders to find effective solutions. For some large Party committees such as the Party Committee of the Department of Agriculture and Rural Development and the Party Committee of the Department of Culture, Sports and Tourism, the task is assigned to committees to supervise, guide, and support the grassroots level in improving the quality of Party branches, promoting the role of political nuclei at the grassroots level, and enhancing the quality of Party members and civil servants in fulfilling their responsibilities.
