Strengthening tax debt collection, reforming administrative procedures

According to the tax sector's report, the total domestic revenue balance of the first 4 months of 2014 reached 2,016 billion VND, equal to 37% of the Ordinance, 35% of the People's Council's estimate and increased by 33% compared to the same period. Of which, the total domestic revenue balance minus land use fees reached 1,882.7 billion VND, equal to 37% of the Ordinance, 36% of the People's Council's estimate and increased by 30% compared to the same period. The reason for the increase is due to the recovery of 2013 expenditures, fines for traffic safety violations, and increased tax collection from enterprises. However, the revenue managed by the tax sector tends to decrease in each month.

Some districts such as Dien Chau, Hoang Mai Town and Tax Inspection Office No. 2 have lower tax revenue than the estimate assigned by the Provincial People's Council. In the first 4 months of the year, the whole province had 292 enterprises closing their tax codes, nearly 500 enterprises stopped or temporarily suspended business and on average each month 15-17% of enterprises declared zero tax. Therefore, the tax arrears situation is high and tends to increase sharply. In the first 4 months of the year, the total tax arrears was 852 billion VND, an increase of 98 billion VND compared to December 31, 2013.

Concluding the conference, comrade Thai Van Hang assessed that the budget collection in the province in the first 4 months of the year had achieved positive results and the revenue was stable and growing quite well. However, the tax debt of up to 852 billion VND was a sudden increase, higher than the national average. He suggested that in the coming time, departments, branches and localities need to seriously review and have more effective solutions to ensure the province's budget collection, avoiding the situation of prolonged debt.

Agencies and localities need to continue to promote propaganda and support for taxpayers; focus on tax debt collection with drastic measures in accordance with the law. Agree to establish tax debt collection steering committees at the provincial and district levels and organize conferences with businesses to remove difficulties and obstacles for taxpayers. At the same time, agencies and localities must continue to reform administrative procedures to create conditions for taxpayers in the fastest and simplest way./.
