According to the tax department's report, total domestic revenue for the first four months of 2014 reached VND 2,016 billion, equivalent to 37% of the Ordinance, 35% of the People's Council's budget estimate, and a 33% increase compared to the same period last year. Of this, total domestic revenue (excluding land use fees) reached VND 1,882.7 billion, equivalent to 37% of the Ordinance, 36% of the People's Council's budget estimate, and a 30% increase compared to the same period last year. The increase was due to the recovery of expenditures from 2013, traffic safety violation fines, and increased tax revenue from businesses. However, the amount of revenue managed by the tax department tended to decrease in the following months.

Some districts, such as Dien Chau, Hoang Mai town, and Tax Inspection Office No. 2, have lower tax revenue than the targets set by the Provincial People's Council. In the first four months of the year, the entire province saw 292 businesses close their tax registration numbers, nearly 500 businesses cease or temporarily suspend operations, and on average, 15-17% of businesses declared zero tax each month. Therefore, the situation of outstanding tax debt is high and tends to increase sharply. In the first four months of the year, the total tax debt was 852 billion VND, an increase of 98 billion VND compared to December 31, 2013.

Concluding the conference, Comrade Thai Van Hang assessed that the revenue collection work in the province during the first four months of the year had achieved positive results, with stable and fairly strong growth. However, the tax arrears amounting to 852 billion VND was a sudden increase, higher than the national average. He requested that, in the coming period, departments, agencies, and localities need to seriously review and implement more effective measures to ensure the province's revenue collection and avoid prolonged tax arrears.

Authorities and localities need to continue strengthening propaganda and support for taxpayers; focusing on tax debt collection with decisive measures in accordance with the law. It is agreed to establish tax debt collection steering committees at the provincial and district levels and organize dialogue conferences with businesses to resolve difficulties and obstacles for taxpayers. At the same time, authorities and localities must continue to reform administrative procedures to create the quickest and simplest conditions for taxpayers.
