On the afternoon of May 14, the 9th Conference of the 11th Party Central Committee completed all the contents of the proposed program, after 7 days of urgent, serious and responsible work. The Central Committee reviewed, commented and decided on many important issues.

Overview of the 11th Party Central Committee Conference

The conference reviewed the summary results and agreed to issue a new Resolution on building and developing Vietnamese culture and people to meet the requirements of sustainable national development; agreed on guiding ideology and orientation to complete the outline and draft documents to be submitted to the 12th National Congress of the Party.

The Central Executive Committee democratically discussed, carefully considered and unanimously concluded, giving directions on: Preparations for Party congresses at all levels towards the 12th National Party Congress; election regulations within the Party; assessment and experience in implementing Regulation 165 of the Politburo on taking votes of confidence; summarizing the pilot implementation of not organizing People's Councils of districts, towns and wards according to Resolution 5 of the 10th Central Committee and Resolution 26 of the 12th National Assembly; Project on organizing Party Committees abroad.

The Central Executive Committee unanimously approved the Conference Resolution.

In his closing speech, the General Secretary summarized the main results of the conference and emphasized a number of issues to unify leadership and direct implementation.

* Culture – an important endogenous resource for sustainable national development

The conference unanimously agreed that: After more than 15 years of implementing the Resolution of the 8th Central Committee on culture, theoretical thinking on culture has developed; cultural institutions have been gradually built and perfected; cultural life has become increasingly rich. However, compared to the achievements in the fields of politics, economics, national defense, security, and foreign affairs, the achievements in the cultural field are not really commensurate; not enough to have an effective impact on building people and a healthy cultural environment.

Regarding the direction and tasks in the coming time, the General Secretary pointed out that it is necessary to continue to inherit, supplement and develop the Party's viewpoints on building and developing culture as stated in the Resolution of the 5th Central Committee, Session VIII; at the same time, emphasizing the idea: Culture is the spiritual foundation of society, the goal, driving force and important endogenous resource for sustainable national development; culture must be placed on par with economics, politics and society; economic growth must go hand in hand with cultural development, realizing social progress and justice. In building culture, it is necessary to focus on building and developing people with good personality, ethics and lifestyle; building a healthy cultural environment (family, community and society) as the core.

The culture we build is an advanced culture, imbued with national identity, unified in the diversity of the Vietnamese ethnic community, with typical characteristics of nationality, humanity, democracy and science. The advanced Vietnamese culture is a patriotic and progressive culture whose core content is the ideal of national independence and socialism in the light of Marxism-Leninism, Ho Chi Minh thought and the quintessence of human culture, aiming at all for the people, all for freedom, happiness and rich, comprehensive development for each person in a harmonious relationship between the individual and the community, between people and nature. The national identity of Vietnamese culture includes sustainable values, the quintessence cultivated through thousands of years of struggle to build and defend the country. That is ardent patriotism; national pride and self-reliance; community spirit harmoniously connecting the individual - family - village - Fatherland; benevolence, tolerance, respect for morality and ethics; diligence and creativity in work; noble sacrifice for national independence and the happiness of the people; civilized and polite behavior, simplicity and purity in lifestyle.

Vietnamese people are the crystallization of Vietnamese culture. Therefore, the process of building and developing Vietnamese culture is also the process of implementing human strategy, building and promoting human resources, especially high-quality human resources. This is the key step in the cause of building spiritual foundation, cultural potential and socialist regime. Directing cultural activities to build Vietnamese people with comprehensive development in intelligence, ethics, physical strength, creativity, civic awareness, law compliance, making culture a factor that promotes people to perfect their personality. Summarizing and building a system of standard values ​​of Vietnamese people in the period of industrialization, modernization and international integration. The General Secretary emphasized: Continue to build a healthy cultural environment, promote the values ​​of family, community and Vietnamese people; focus on innovation, improve the effectiveness and efficiency of state management of culture in the context of market economic development, international integration and the explosion of information technology and communication. Speed ​​up the concretization and institutionalization of the Party's viewpoints and guidelines on culture and have strong enough sanctions to organize the implementation of the Resolution, prevent violations in cultural activities. Proactively fight against signs of ideological and moral degradation, "self-evolution", "self-transformation" in the cultural field. Actively fight against hybrid manifestations, toxic products, uncultured and anti-cultural behaviors, contributing to protecting, preserving and promoting good values, national cultural identity and unity in diversity of Vietnamese culture. Develop the literary and artistic career, create all conditions for the exploration and creativity of artists and writers to produce many works of high ideological and artistic value, reflecting truthfully, vividly, and deeply the life, history of the nation and the cause of national renewal. Promote the values ​​and positive factors in ethics, religious culture; encourage religious activities that are benevolent, humane, humane, progressive, "good life, good religion"... Build a strategy to develop a team of cadres working in culture. Increase resources for culture. Absorb the cultural quintessence and experience in developing and managing culture from countries around the world.

* Draft documents to be submitted to the 12th National Party Congress

The Central Committee basically agreed with the draft Political Report Outline and the Report Outline on the directions and tasks of socio-economic development for the 5 years 2016-2020; at the same time, it emphasized the significance and importance of the 12th Congress in continuing to implement the Party Platform (supplemented and developed in 2011), the 2013 Constitution and the 10-year Socio-Economic Development Strategy 2011-2020, thereby orienting the completion of the outline and the development of draft documents of the Congress to submit to the 10th Central Conference for consideration and decision at the end of this year.

The Central Committee requested that the preparation of documents for the 12th Congress must demonstrate the spirit of continuing to care for Party building work, improving the Party's leadership capacity and fighting strength, the effectiveness and efficiency of state agencies and the entire political system; promoting the strength of great national unity, exploiting all resources, material and spiritual, domestic and foreign, to serve the cause of innovation, industrialization, modernization, and rapid and sustainable national development; paying attention to handling major relationships well.

The General Secretary emphasized a number of major issues that need to be clarified in the process of preparing documents for the 12th National Party Congress. In the economic field: The implementation of the policy on sustainable economic, social and environmental development set forth by the 11th National Party Congress; the adjustment of targets and direction to prioritize curbing inflation, stabilizing the macro-economy, maintaining reasonable growth, ensuring social security; the implementation of the policy of renewing the growth model, restructuring the economy, implementing three strategic breakthroughs...; the identification of new resources and driving forces for national development.

In the social field: Along with issues of labor, employment, material and spiritual life of the people, ensuring social security, order and safety,... it is necessary to analyze and evaluate the current state of social structural change, the polarization between rich and poor, social stratification in our country today; the perception and resolution of social relations, interest relations, control of risks, social evils, negativity,...; the perception and implementation of social policies; implementation of social progress and justice in each step and each development policy; the ideological situation, social mood,...

Regarding national defense, security and foreign affairs: Given the complex and unpredictable developments in the world and in the region, especially the current situation in the East Sea, special attention must be paid to the implementation of the task of ensuring national defense, security and foreign affairs. Clearly identify the advantages, difficulties and challenges that are arising and the policies and measures that need to be applied to maintain independence, sovereignty, national security, territorial integrity and a peaceful and stable environment for development. Accurately assess and evaluate the results of the struggle to repel the four risks that our Party has warned about in order to have appropriate policies and measures to ensure the successful implementation of the Fatherland Protection Strategy issued by the 8th Central Conference of the 11th tenure.

Regarding Party and political system building, it is necessary to analyze and correctly assess the current situation and propose specific solutions to continue building the Party and political system to be increasingly clean and strong, in terms of politics, ideology, organization, cadres and leadership and management methods. Special attention should be paid to political and ideological education, preventing degradation, degeneration, "self-evolution", "self-transformation"; internal political protection; the issue of implementing democracy and discipline, order, solidarity and unity within the Party; the issue of leadership quality of grassroots Party organizations; building and implementing cadre strategy and cadre work; the content, model and method of Party governance; the Party's leadership method and working style; the issue of implementing democracy associated with discipline in State activities; the effectiveness and efficiency of State management; the division, coordination and control of power of State agencies; Innovate the content and methods of operation of the Front and socio-political organizations; build socialist democracy, ensure the implementation of people's mastery, especially in supervising and controlling state power, building social consensus...

* Give direction on many important issues

Regarding the preparation for Party congresses at all levels towards the 12th National Party Congress, the Central Committee emphasized that this is a key task that needs to be implemented soon, in the spirit of continuing to innovate in a practical and effective direction, promoting democracy while maintaining the Party's principles, discipline and order; ensuring the strengthening of solidarity, improving the leadership capacity and fighting strength of Party organizations. Party committees at all levels need to pay attention to leading and directing the discussion of draft documents of the 12th National Congress and the Party congresses at higher levels; at the same time, well prepare the reports of their Party Executive Committees. The work of preparing personnel and electing Party committees must be carried out in accordance with the Party's Charter, regulations and rules, selecting, introducing and electing truly worthy and qualified people to participate in the Party committee; paying attention to discovering and introducing new and promising factors, ensuring the proportion of young cadres, female cadres and ethnic minority cadres.

Regarding the election regulations within the Party, the Central Committee agreed to issue a new Regulation of the Central Executive Committee on the basis of inheriting the Party election regulations issued by the Politburo of previous terms, and at the same time amending and supplementing a number of important new regulations, such as: On the subjects and scope of regulation; on the candidacy and nomination of Party Committee members, Standing Committee members, Politburo members, Secretariat members; on the balance in the election list; on the establishment of the election list; on the election process and procedures...

Regarding the assessment and experience in implementing Regulation 165 of the Politburo on taking a vote of confidence, the Central Executive Committee affirmed that the policy of taking a vote of confidence is completely correct and necessary. Taking a vote of confidence is an information channel to evaluate cadres, which has the effect of promptly warning and reminding cadres to self-reflect, promote their strengths, self-correct their shortcomings, contributing to preventing degeneration, corruption, and waste; at the same time, it is also a good measure to manage and protect cadres. However, because this is a new job that has never been done before, there are still limitations and shortcomings that need to be promptly learned from, supplemented, and adjusted. The Central Committee agreed to adjust a number of points in Regulation 165 to continue implementing it.

Regarding the summary of the pilot implementation of not organizing People's Councils of districts, wards, and communes, the Central Government basically agrees with the comments, assessment of the situation and proposals of the Party Committee of the Government, requesting the Government to seriously absorb the opinions of the Central Government, complete the project to submit to the National Assembly for consideration during the process of preparing to build the Law on Organization of Local Government, in order to continue to innovate, improve the effectiveness and efficiency of local government operations, in accordance with the provisions of the 2013 Constitution.

The Central Executive Committee has considered and decided: The Overseas Party Committee is directly under the Central Committee, under the direct and regular leadership and direction of the Secretariat; and assigned the Politburo to consider and decide on the functions, tasks, and organizational structure of the Overseas Party Committee according to the working regulations.

* The whole country is united and determined to protect the independence, sovereignty, and territorial integrity of the Fatherland.

General Secretary Nguyen Phu Trong emphasized: The tasks set from now until the end of the 11th term are very clear but also extremely heavy. Although the socio-economic situation has had positive changes in the right direction, it is still facing many difficulties and challenges, especially the results achieved in achieving a number of targets are still far below the goals and tasks set by the 11th Party Congress. The work of Party building, building the political system, implementing the 4th Resolution of the 11th Party Central Committee, and fighting against corruption has achieved important initial results, but there are still many limitations and weaknesses. Culture - the spiritual foundation of society, also has many negative and degraded manifestations that need to be overcome soon. In particular, the situation in the East Sea is currently very complicated and serious, requiring the entire Party, people and army to be extremely alert, clear-headed, strengthen solidarity, the whole country is of one mind, and resolutely protect the independence, sovereignty and territorial integrity of the Fatherland; at the same time maintain a peaceful and stable environment for national construction and development.

The General Secretary requested that each member of the Central Committee fully realize and further uphold his/her sacred and heavy responsibility, strive to excellently fulfill the tasks assigned to him/her in his/her position, contribute to leading the organization to effectively implement the Resolution of the 11th Congress, the Resolutions of the Central Committee, the Resolution of this Conference, and at the same time, prepare well for the Party Congresses at all levels and the 12th National Congress of the Party.
