On the afternoon of November 9, in the sea area of Dien Chau district, there was light rain, light wind, the sea was quite calm but a tense atmosphere covered the river mouths along Dien Bich and Dien Kim communes. The tide rose quite quickly, Mr. Nguyen Van Binh urged the workers on the boat to try to speed up to cross Dien Kim bridge before the tide rose high, the boat could not pass through the bridge. Sharing the same mentality as Mr. Binh, many other fishermen also tried to drive their boats deep into the breakwater to anchor, avoiding damage. Mr. Nguyen Ngoc Vo, Chairman of Dien Chau District People's Committee, said that immediately after receiving the urgent telegram from the Chairman of the Provincial People's Committee, Dien Chau district assigned members of the District Flood and Storm Prevention and Control Command Committee to go down to the communes to direct the calling of boats to take shelter ashore, prepare to evacuate people and organize storm prevention and control plans.

By the afternoon of November 9, Dien Chau district had called on 100 offshore fishing boats and 300 nearshore fishing boats to take shelter at Lach Van fishing port. There were 200 fishing boats at sea that had received orders to return to shore. By 4:00 p.m. on November 9, most of Dien Chau district's fishing boats had found shelter or brought ashore. Dien Chau has 5 low-lying coastal communes, if the sea level rises about 3-5 meters, they will be deeply flooded. The district has proposed 2 options: first, if the sea level rises from 1-3 meters, about 374 households with 1,335 people outside the sea dykes of Dien Hai, Dien Ngoc, and Dien Thanh communes will take shelter in solid offices and schools. If the sea level rises more than 3 meters, about 4,000 households near the coast will have to be relocated to higher ground. The evacuation will be completed before 10:00 a.m. on November 10, 2013. Dien Chau District has also prepared a quantity of instant noodles and clean water to distribute to the 5 communes that must be evacuated.
Nghi Loc district has Nghi Quang, Nghi Thiet, Nghi Tien, Nghi Yen communes with many households located close to the sea. When the storm makes landfall with heavy rain, high tides will cause flooding at vulnerable points. On the afternoon of November 9, while people in coastal areas were tying boats securely, in mountainous areas such as Nghi Cong, Nghi Lam, Nghi My, people and functional forces were cutting and pruning large trees. In the plan, Nghi Loc will move 458 households with 2,018 people to safety.

At Nghi Cong irrigation dam, Nghi Cong Bac commune (Nghi Loc district), all preparations to respond to super typhoon Haiyan have been completed. Here, due to the impact of storm No. 11, the dam body of the lake leaked, and Nam Nghe An Irrigation Company Limited has organized to fix the problem and ensure the safety of the project. Currently, the reservoir with a capacity of 2.6 million m3 of water, serving irrigation for 320 hectares of rice in the downstream area, is still safe. At Nghi Quang sluice gate, Nam Nghe An Irrigation Company Limited has also operated 12 sluice gates to drain buffer water and opened 1 gate for boats to avoid the storm.
