Unexpected public service inspections at some localities, departments and branches
(Baonghean.vn) -Pursuant to Decision No. 2290/QD-UBND of the Provincial People's Committee Chairman dated May 27, 2014 on inspection and supervision of compliance with discipline and administrative order, on July 3, the Provincial Interdisciplinary Delegation led by Mr. Le Dinh Ly, Deputy Director of the Department of Home Affairs, conducted an unscheduled inspection and supervision of public service at the People's Committees of Nghi Loc District and Cua Lo Town, Nghi Kim Commune People's Committee, Department of Industry and Trade and Department of Justice.
The delegation included representatives of the Provincial Party Committee's Internal Affairs Committee, the Provincial Inspectorate and press agencies.

According to the regulations, the Delegation will focus on inspection and supervision to see the status of compliance with working hours and civil servant uniforms according to the Government's regulations; inspect and supervise the contents stipulated in Directive No. 17-CT/BTV of the Provincial Party Standing Committee and Directive No. 10-CT/UBND of the Provincial People's Committee on continuing to strengthen discipline and administrative discipline in agencies and units in the area; the results of implementing Directive 17 and the work handling process at the units.
According to the requirements, this inspection and supervision can be sudden, unannounced or sudden with notice. On the first day of the campaign, the inspection was conducted in a sudden, unannounced manner. Initial results showed that the majority of civil servants strictly followed working hours, there was no more drinking at noon, some agencies had initially reduced and eliminated smoking; some agencies had established a code of conduct for civil servants in accordance with the requirements of Directive 17 and No. 10; all headquarters had a place to receive people, a one-stop transaction was invested in spaciously, cleanly and seriously.

However, in addition, through surprise inspections, although the number of inspected and supervised agencies and localities is not large, there have been some signs that need to be rectified, such as the situation where some civil servants take personal leave arbitrarily or are absent during working hours without valid reasons; arrive late at the beginning of the working day and leave early at the end of the working day or go to the workplace without a plan; a number of civil servants do not wear badges as prescribed when working at the office; the Department of Justice has not updated and implemented the regulations and requirements of Directive 17 and No. 10 into the communication and work handling regulations; civil servants on duty at the One-Stop Transaction Center have received a large investment but still have little work, allowances for one-stop officers have not been paid; commune-level civil servants do not strictly comply with working hours when the absence rate is high; the headquarters of the Commune People's Committee does not hang the national flag, etc.

Through the inspection, the Delegation commended the units that implemented and complied well with Directive 17-CT of the Provincial Party Standing Committee and Directive 10-CT/UBND; at the same time, it seriously reminded and will have a written report to the Provincial People's Committee requesting the leaders of the localities and units to absorb and rectify. These contents will be reported by the Delegation for the People's Committee to consider and give opinions on handling. During the inspection process, the Delegation will regularly report to the leaders of the Provincial People's Committee to supplement and perfect the inspection methods and forms suitable to the actual situation to be both strict and monitor the current state of public service quality. According to the Plan, from now until the end of 2014, the Delegation will inspect and supervise any localities and units in the province to serve as a basis for reporting to the Provincial Party Committee and the Provincial People's Committee./.
