Accordingly, the Government requested the State Bank of Vietnam to continue managing credit growth according to the plan set at the beginning of the year, while ensuring credit quality; assisting businesses in restructuring old debts to increase access to credit. Focus lending capital on priority sectors to alleviate difficulties in production and business, increase aggregate demand in the economy; strengthen the management of the banking system's operations, and closely monitor the implementation of safety ratios for banking operations.

Focus on the vigorous implementation of the Credit Institution Restructuring Plan for the period 2011-2015; leverage the role of the National Asset Management Company, and accelerate the process of resolving bad debts in the banking system.

The Ministry of Finance presides over and directs budget revenue collection, ensuring that collection progresses according to plan, combined with strict management of expenditures to ensure efficiency and cost savings; continues to reform administrative procedures, improve the service spirit and conduct of officials and civil servants in performing tasks related to taxes and customs; strengthens inspection, detection, prevention and handling of tax evasion, smuggling, transfer pricing, price manipulation, protects the market and consumers, and ensures the proper and effective use of investment capital from the state budget and government bonds.

The Ministry of Planning and Investment, in coordination with other ministries, sectors, and localities, will focus on implementing solutions to accelerate the construction progress and disbursement of capital for basic construction projects, especially from the State budget, government bonds, ODA funds, and FDI funds. It will continue to manage investment and address outstanding debts in basic construction projects from the State budget and government bonds. Solutions for securing funding or advances for urgent projects will be implemented promptly. In particular, sufficient counterpart funding will be arranged for ODA projects, and 2015 funding will be advanced to projects that can be completed in 2014.

The Ministry of Agriculture and Rural Development is tasked with leading and coordinating with other ministries, agencies, and localities to proactively manage the agricultural production structure in accordance with market conditions, production capacity, and in the best interests of farmers; strengthening monitoring and inspection of disease prevention and control, closely supervising the transportation of livestock and poultry across borders to limit the spread of disease; preparing and being ready to implement flood and storm prevention plans; accelerating the construction of irrigation works, while focusing on drought prevention and control and preventing saltwater intrusion in the Central, Central Highlands, and Southwestern regions.

The Ministry of Industry and Trade, in coordination with other ministries, sectors, and localities, will continue to implement solutions to support and encourage exports; closely coordinate in market and price management; support domestic enterprises in expanding markets for their products and services; strengthen the fight against smuggling, counterfeit goods, and substandard goods; and resolutely and publicly handle violations.
