(Baonghean) - On January 18, the Construction and Traffic Construction Corporation 4 coordinated with the People's Committee of Thanh Chuong district to organize the groundbreaking ceremony for the construction of a road from the center of Thanh Chuong district to the resettlement area of Ban Ve Hydropower Plant in Thanh Chuong district. This is a meaningful project, because after being completed and put into use, the project will contribute to creating momentum for socio-economic development, national defense and security and improving the province's traffic network.
Cat Ngan land in Thanh Chuong district belongs to the northern mountainous region of the district, including 10 communes, including 3 highland communes, mainly located on both sides of the Giang River - where many relics of the time when it was the headquarters of Hoan Chau are still preserved, where Bai Tran marks the largest military gathering of Binh Dinh King Le Loi in the resistance war against the Ming army in the 15th century. That land is also one of the places where the Nghe Tinh Soviet movement originated with the demonstration to burn down Ky Vien plantation on May 1, 1930. With a large natural area, a large population (including ethnic minorities in the resettlement area of Ban Ve Hydropower Plant), bordering Laos, the west borders Do Luong district. The main economic development conditions in Cat Ngan area are cultivation and animal husbandry, in which most of the area is for growing rice, cash crops and industrial tea. Some communes bordering Bolikhamxay province (Laos) have forestry and forest product processing occupations. Cat Ngan is a revolutionary land with a rich tradition of learning, with many potential advantages for economic development. However, due to poor infrastructure, especially transportation, people's lives are facing many difficulties.

In order to meet the requirements of transport infrastructure serving production and people's life, contributing to socio-economic development and ensuring national defense and security in the communes of Thanh Linh, Thanh Tien, Thanh Lien, Thanh My, Hanh Lam, Thanh Son and surrounding areas, on June 20, 2013, in Decision No. 2583/QD-UBND-DTXD, the People's Committee of Nghe An province allowed the establishment of an investment project to build the project: Road from the center of Thanh Chuong district to the resettlement of Ban Ve Hydropower Plant in Thanh Chuong district, Nghe An province. At the same time, decisions were issued to select contractors, survey and design contracts to establish investment projects and assigned to the People's Committee of Thanh Chuong district as the investor. The joint venture of Consulting Joint Stock Company 497 and Tan Giang Joint Stock Company organized the project consultancy. Traffic Construction Corporation 4 and Tuan Loc Investment Joint Stock Company were the construction contractors.
Then, on December 6, 2013, the People's Committee of Nghe An province issued Decision No. 5831/QD.UBND-DTXD approving the investment project to build the project: Road from the center of Thanh Chuong district to the resettlement area of Ban Ve Hydropower Plant, Thanh Chuong district, Nghe An province. On December 9, 2013, the People's Committee of Thanh Chuong district issued Decision No. 5236/QD-UBND approving the tasks and estimates for surveying and designing construction drawings for phase 1: Construction of Dung bridge; construction of foundation, road surface and works on the section from Km0+00 -:- Km8+923 (the starting point of Chua bridge), belonging to the project of road from the center of Thanh Chuong district to the resettlement area of Ban Ve Hydropower Plant, Thanh Chuong district, Nghe An province; Consulting Joint Stock Company 497 under the Construction and Traffic Construction Corporation 4 is the unit that prepares the construction drawings.

With the consent of Nghe An Provincial People's Committee and relevant agencies, on January 18, 2014, at Thanh Chuong Town, Construction Corporation 4 coordinated with Thanh Chuong District People's Committee to organize the groundbreaking ceremony for the construction of the road from the center of Thanh Chuong District to the resettlement area of Ban Ve Hydropower Plant in Thanh Chuong District, Nghe An Province. The project has a total investment of over 335 billion VND from the central budget and local budget, divided into 2 phases: construction of Dung Bridge; Construction of roadbed, road surface and works on the route from Km0+00 -:- Km8+923 (starting point of Chua bridge), belonging to the road project from the center of Thanh Chuong district to the resettlement area of Ban Ve Hydropower Plant, Thanh Chuong district, Nghe An province (Starting point: Km00+00 intersects with National Highway 46 at Km57+443, in Dung town, Thanh Chuong district, Nghe An province. Ending point: Km 8+923 (starting point of Chua bridge) in Thanh Lien commune, Thanh Chuong district, Nghe An province) with a total length of route and bridge L = 9.7km. Construction location in Dung town, Thanh Linh, Thanh Tien and Thanh Lien communes in Thanh Chuong district, Nghe An province. Phase two from Chua bridge to the junction with Ho Chi Minh road in Thanh Son commune.
After the project is completed, the road from the center of Thanh Chuong district to the resettlement area of Ban Ve Hydropower Plant will be the shortest road from National Highway 46 from Thanh Chuong Town to Ho Chi Minh Road. From here, it will open up new prospects for socio-economic development for a land full of potential, creating conditions for exchange and trade for the Thanh Thuy Border Gate area, contributing to the socio-economic development of the people of the two provinces of Nghe An (Vietnam) and Bolikhamxay (Laos), eliminating hunger and reducing poverty in border areas that still face many difficulties, and at the same time having great significance in strengthening the solidarity, friendship and cultural exchange between the two countries of Vietnam and Laos.
