(Baonghean) - In preparation for the 2014 training and combat readiness season, the Provincial Military Command has directed its agencies and units to proactively prepare training lesson plans; repair and supplement training models, training grounds, and practice areas in preparation for training in regulations, combat tactics and shooting... with the motto "focus on necessary, new, and difficult content".
Colonel Ha Tan Tien - Deputy Commander and Chief of Staff, stated: “To successfully complete the central political task of training and combat readiness, the Party Committee and Command of the Provincial Military Command have proactively done a good job of preparation, focusing on the key aspect of improving the quality of combat training officers. This year, the unit continues to provide training and refresher courses for officers on necessary, new, and difficult content, closely aligned with the specific characteristics of the militia and self-defense forces, and the operational characteristics of the local defense zone…”.

With that close guidance, the Command developed a scientific, practical, and targeted training program for officers at the beginning of the year. Key training officers from various agencies and units gathered for training at Regiment 764, maintaining a tight organizational structure and strictly adhering to all training and discipline regulations, especially the successful implementation of the "Actively self-study, self-improvement, enthusiastically achieving merits, celebrating the New Year, and dedicating to the Party" emulation campaign.
On the very first day, a knowledge and understanding test was conducted for the trainees. After a general test on the Regulations on Military Management and the Road Traffic Law in the form of multiple-choice questions, the trainees were divided into groups and tested individually according to their specialization. Staff assistants were tested on the content of drill and tactical instruction. Political assistants were tested on the content of political instruction. A new feature this year is that the unit conducted specific tests on the knowledge and understanding of key officers, leaders, and commanders of subordinate agencies and units. Chiefs of staff, deputy chiefs of staff; heads and deputy heads of departments were tested on their knowledge of drafting command and staff exercise documents; political commissars were tested on their methods of drafting Party work plans and political work plans in training, exercises, and recruitment tasks. The head of logistics and technical affairs will review the content of logistics and technical proposals during the transition phases of combat readiness or the defensive combat phase.
Lieutenant Colonel Nguyen Huy Chung - Head of Political Affairs of Regiment 764 shared: “The knowledge test for the leadership and command staff is very reasonable; the content of the test is very necessary and relevant to their expertise. This year's training content is very necessary and beneficial. There are many new contents such as "Some contents of State management on National Defense," "Expanding the scale of militia forces in combat readiness states and national defense states," "Militia units seizing and protecting targets in situation A2"... which are very necessary to apply to units in planning and handling "hot spots" in localities..."
At the 764th Regiment's stadium, the training class attentively watched the instructor demonstrate the K54 rifle shooting exercise. This is a difficult exercise, involving multiple shooting positions within the control time, requiring extensive practice to meet the requirements. The trainees carefully took notes and studied the exercise; this is a new and very important topic, as according to the new training directive, from 2014 onwards, officers under 54 years old will undergo shooting tests on this subject.
Due to the specific nature of local military work, the target audience for political education and national defense knowledge training at the Provincial Military Command is very diverse (officers, soldiers, militia, self-defense forces, reserve forces, and other national defense education personnel...). Therefore, the unit focuses on thoroughly and carefully examining the content and teaching methods of political officers participating in training. Lieutenant Pham Huy Thong, Political Officer of Battalion 41, shared: “The lectures on the Ministry of National Defense's Project and the Political Department of Military Region 4's Guidance on 'Innovating political education work at units in the new period' clearly outlined the new aspects of the project compared to the previous Regulation 916 of the General Political Department, providing much useful and practical knowledge…”.
The lecture addressed innovative approaches to political education lesson planning, the use of presentations, enhanced oral examinations in officers' thematic studies, and increased democratic dialogue in political and spiritual activities. Notably, in addition to the six conventional forms of political education, the plan included online learning. The trainees agreed that this was practical, as the internet is now widely available in the unit through modern devices such as smartphones and computers. However, online information, besides positive content, also contains harmful and toxic material. Therefore, the class actively studied, exchanged ideas, and thoroughly discussed the content and methods for developing the necessary skills and approaches in evaluating and assessing information.
