To clarify the issue that people are complaining about, we have investigated and found that the people's complaints are well-founded.

To clarify the issue that people are complaining about, we have investigated and found that the people's complaints are well-founded.
CMs. Van Anh, who lives in apartment 1803, said: “Vicentra is advertised as a luxury apartment. However, during the time we lived here, we were completely disappointed. Although we had to pay monthly living fees, only occasionally did someone clean the apartment. In addition, there are many households that bought later and finished the apartment sporadically, but the building management board did not remind them to ensure hygiene, but let them litter in the apartment hallway. Even the construction workers, who had no place to go to the toilet, defecated right in the elevator.” Having said that, Ms. Van Anh opened the clip recorded at 7:15 p.m. on December 11, 2013 in front of apartment 1805 for us to see. At that time, the construction workers brought materials to the hallway to cut, causing white dust and water to flow everywhere. Along with that were many photos reflecting the unsanitary situation in the apartment building. Next, we re-measured the area of her apartment with Ms. Van Anh. The results showed that, according to the contract, Ms. Van Anh's apartment area was 86.6 square meters, but the actual measurement was only 83 square meters, 3 square meters short.

Mr. Nguyen Hung - owner of apartments 1104 and 1105, also expressed his indignation: "In the sales contract, the investor committed to always ensure electricity for the hallway and elevator. However, every time there is a power outage, the generator also breaks down, causing residents to be stuck in the elevator for dozens of minutes. Not only that, according to regulations, apartment owners are allowed to buy electricity directly from the electricity company, but after nearly 2 years of living here, we still have to buy from the Management Board at a business electricity price of 2,500 VND/KW...". Measuring the two apartments 1104 and 1105 of Mr. Nguyen Hung, they are also 3-4 square meters short of the contract... In addition, many residents are also concerned about security and order.
Regarding the above issues, through discussion, Mr. Nguyen Canh Mao - General Director of Vinh Trade Center Investment Joint Stock Company, admitted: Firstly, there is a local unsanitary situation, the reason is that some households are not aware of maintaining general hygiene, some households moved in later, so during the process of transporting materials and utensils, it caused dirt. Secondly, there are incidents related to electricity, but only a few times due to the source transfer (power outage - PV). There is the fact that households have to buy electricity at business prices. The company has repeatedly proposed this to all levels and sectors, but because there are few households living in the building, it has not been implemented yet. However, Vinh Electricity has recently conducted a survey to make a list to soon implement home electricity sales. Regarding the issue of people's concerns about security and order, Mr. Mao said that the apartment complex only has 25 motorbikes and has a contract, security based on license plates and contracts for management. But if the households make a request, the company will collect tickets. Accordingly, it is proposed to the board of directors to add security guards to control the floors. Regarding the reflection of the area shortage, there is a difference because the construction area and the actual area are different. The investor and the household will check and sign the actual measurement record together. The company will transfer to the trading floor to complete the refund procedure.
Thus, from the issues that residents living in Vicentra apartment building have reflected, along with the survey, it shows that the investor and the building management board have lacked attention, have not fulfilled their responsibilities, as well as lacked transparency in buying and selling apartments. For example, when the apartment area is lacking, when handing over, the seller must conduct specific measurements so that the homeowner knows the actual area, equivalent to how much money must be paid, instead of waiting for the reaction of the residents? Regarding issues such as environmental sanitation, security, electricity... are the minimum issues that residents need to be satisfied, and the contract must be properly implemented without blaming for objective reasons. Not to mention, if considered in the sense of "high-end", Vicentra apartment building must also add many items, such as trees, playgrounds, swimming pools, gyms... This explains why many people after moving here have wondered about the phrase "high-end".
In my opinion, Vinh Commercial Center Investment Joint Stock Company needs to clearly recognize its responsibility for letting the service quality issue at the apartment complex float in the past, and at the same time promptly take remedial measures to ensure the legitimate rights of current residents, so that "Vicentra becomes an ideal place to live in Vinh city" as advertised.
