Regarding the Yen Vien - Lao Cai Railway Upgrade Project, up to now, Phase 1 of the Project has reached 63% of the work volume, disbursed about 53%. According to the plan, Phase 1 of the Project will disburse about 21 million USD of ODA capital this year and complete the entire Project in the third quarter of 2015.
Deputy Minister of Transport Nguyen Ngoc Dong suggested that Vietnam Railways must reorganize transportation; transport management must be divided into units; overall transport coordination and proactive approach to customers; shorten the progress of the Yen Vien - Lao Cai railway upgrading project to basically complete by the first quarter of 2015.
According to Minister Dinh La Thang, Vietnam Railways must continue to review the Boards of the Corporation, reduce the number of focal points to improve effectiveness and efficiency; reorganize the accounting apparatus and change the accounting software; develop a plan, complete the financial report and conduct the 2013 audit, which must be completed by May 2014 at the latest.
At the same time, VNR needs to develop unit price standards as a basis for cost price determination, from which to re-determine reasonable ticket prices; proactively develop market development plans; and build cargo and passenger flows.
In addition, the Minister also assigned the Ministry Inspectorate to decide to establish a comprehensive inspection of the Vietnam Railway Corporation. At the same time, the Transport Trade Union and the Youth Union of the Ministry of Transport directly worked with the Trade Union and Youth Union of Vietnam Railways to implement "4 xin" (greeting, thanking, apologizing and asking for permission) and "4 always" (always smiling, always gentle, always understanding and always helping) at the Corporation.
