In 2013, 100% of the Youth Union chapters at all levels organized forums and seminars for young people to contribute their opinions to the draft of the 1992 Constitution. Regarding studying and following the moral example of Ho Chi Minh, 100% of units organized a preliminary review of 2 years of implementing Directive 03 of the Politburo on "Continuing to study and follow the moral example of Ho Chi Minh". Last year, the Youth Union chapters at all levels registered to undertake 66 youth projects worth 100 million VND or more, 224 projects worth over 50 million VND. Many units performed well in undertaking youth projects, effectively contributing to the socio-economic development of the locality such as: Provincial Police, Quy Hop, Nghia Dan, Cua Lo, Con Cuong...

The Youth Union has effectively exploited and used more than 569 billion VND of loans from policy banks, creating jobs for more than 24,000 young workers, and continued to disburse capital from the provincial and district-level Youth Entrepreneurship Fund for 100 projects applying for loans for economic development, creating jobs for more than 650 workers with a total capital of over 4 billion VND. Also in the past year, the Youth Union at all levels focused on organizing many activities in areas with ethnic minorities in particular difficulties, such as: implementing the construction of boarding houses for ethnic minority students in mountainous areas worth more than 600 million VND. Typically, the Provincial Police Union contributed to the construction of a boarding house for ethnic minorities worth 250 million VND in Bac Ly commune (Ky Son).

Implementing the program Warm Tet in the West in 2013, the Youth Union at all levels organized visits and gave Tet gifts to families with preferential policies and poor students who have overcome difficulties with a total value of more than 500 million VND. The whole province mobilized and donated 40,536 sets of warm clothes, 1,658 warm blankets and 2.1 tons of rice... Activities of providing free medicine to the poor and families with preferential policies were deployed everywhere; maintaining and promoting the effectiveness of 20 young doctors' clubs, organizing 63 examinations and providing free medicine to 12,200 subjects, districts that performed well such as Que Phong, Quy Hop, Dien Chau; The whole province organized and established 42 TNTN teams with more than 2,500 volunteers directly participating in activities in more than 11 mountainous districts with difficulties, typically the delegations of Vinh University, Vinh Technical Education University, Nghe An College of Education, the Provincial Military Command, the Provincial Border Guard...

In 2014, the Youth Union at all levels implemented the resolutions, conclusions, and directives of the Standing Committee, the Central Executive Committee of the Youth Union, the Provincial Youth Union, and key projects and resolutions set forth for the 2012-2017 term. Implemented the movements "Pioneering and volunteering to develop the socio-economy and protect the Fatherland" and "Accompanying young people to establish their careers", focusing on the content of "Pioneering and volunteering for community life" suitable for each locality and unit; built a system of solutions to implement the content of pioneering in responding to climate change and pioneering in mastering science and technology.

On this occasion, the Central Committee of the Ho Chi Minh Communist Youth Union awarded certificates of merit to 72 groups and 43 individuals. The Provincial Youth Union Standing Committee awarded certificates of merit to 70 groups and 43 individuals with outstanding achievements in the work of the Youth Union, Association and youth movement.
