Building Hoang Mai town into a key economic zone of the province

(Baonghean.vn) - On the morning of August 26, the Provincial Party Standing Committee held a regular August meeting to listen to and give opinions on a number of important contents and projects.

At the beginning of the meeting, the Provincial Party Committee listened to and commented on the content of the project "Project to develop Hoang Mai town in the period 2014-2020 with a view to 2030" and discussed the Resolution of the Provincial Party Committee on developing Hoang Mai town to 2020 with a view to 2030.

After more than a year of official operation, Hoang Mai Town has achieved many outstanding achievements in the fields of economy, culture, society, national defense and security, Party building and political system. In 2013, the economic growth rate reached 8.55%, the total production value was 5,725 billion VND; the economic structure shifted in the right direction, rapidly increasing the proportion of industry, construction and services and reducing the proportion of agriculture, forestry and fishery; the average growth value per capita reached 32.52 million VND/person/year. Infrastructure is being invested in and built, culture and society have many positive changes; the work of Party building and political system building has achieved results, Party committees, government apparatus, the Fatherland Front and mass organizations were established promptly and put into stable, orderly and effective operation.

The general objective of the project to build and develop Hoang Mai town in the period of 2014-2020 is to build and develop the town with a fast, comprehensive and sustainable economic growth rate, meeting the requirements of being a key economic growth pole of the province. By 2020, the town will basically meet the main criteria of a type III urban area, by 2025, the town will complete the criteria and be recognized as a type III urban area. Vision to 2030, Hoang Mai town will be a modern industrial urban area and one of the three key economic regions of the province, the driving force of the Nam Thanh - Bac Nghe region; having a particularly important influence on the socio-economic development of the province. This will be a dynamic area, with a favorable investment environment, high competitiveness; a hub for trade, transit of goods and commercial and tourism services of the North Central region, the town will meet some criteria of a type II urban area.

Hoang Mai town was newly established, with many favorable conditions but also facing many difficulties, especially the planning work has not met the requirements of urban construction and development. Infrastructure is still lacking, not synchronized, the administrative center has not been invested in and built in a timely manner... Hoang Mai town recommends that the Central and the province need to have mechanisms, policies along with orientation and direction to create a breakthrough for the town to grow quickly and sustainably, completing the set goals.

Concluding this content, Secretary of the Provincial Party Committee Ho Duc Phoc agreed with the content of the project, the Standing Committee of the Provincial Party Committee unanimously issued a Resolution on the development of Hoang Mai town until 2020, with a view to 2030. The Secretary of the Provincial Party Committee noted that Hoang Mai town needs to focus on completing planning work, in which focusing on architectural space planning; economic space planning; urban infrastructure; solving new planning to promote investment attraction; agreeing with the recommendations of Hoang Mai town: requesting the Government and the province to soon issue mechanisms and policies so that Hoang Mai-Dong Hoi industrial park can enjoy preferential policies like Nghi Son economic zone. Requesting the province to have preferential mechanisms and policies for Hoang Mai town to create conditions for resource mobilization and strengthen planning work, planning management in the town's development; strengthening measures to call for attracting large projects with breakthroughs in socio-economic development; allowing Hoang Mai town to establish 3 public service units: Land Fund Development Center, establishing 1 more public high school, and the town's vocational training center. The Provincial Party Secretary requested that Hoang Mai town should be proactive, decentralize work and take responsibility for performing assigned tasks.

Also this morning, the Provincial Party Standing Committee listened to and gave opinions on the implementation of the projects: Preservation and restoration of Kim Lien Historical-Cultural Relic Site, General Secretary Le Hong Phong Memorial Site and other typical historical-cultural relics; unanimously approved the Project on planning monuments and murals in Nghe An province for the period 2014-2030.

Regarding these contents, the Provincial Party Secretary, Ho Duc Phoc, proposed that the contents of the projects need to study the overall planning suitable for the region, with parking lots; add the planning of Hoang Xuan family temple to Kim Lien relic site; propose the Department of Culture, Sports and Tourism to have a plan to plant more trees on the road to the President Ho Chi Minh memorial house and relic sites, and continue to complete other items; complete the procedures to soon start the construction of the victory monument. Arrange large-scale paintings at locations associated with history, the effectiveness of propaganda, promote the use value of historical and cultural relics, becoming tourist attractions for visitors from all over.
