Van Ha (Quang Son, Do Luong): The village is not peaceful!
(Baonghean) - The summer review class of Quang Son Primary School (Do Luong) has been going on for 1 month, but the number of students from Van Ha village, Quang Son commune attending school is still only 10/73 students. Not only that, continuously from mid-August until now, Van Ha village is no longer peaceful when some bad people have sabotaged and pressured families to send their children to school. Some people also persuade families to continue not to send their children to the main school.
The first incident was discovered at 9:30 p.m. on August 16. The bad guys took advantage of the darkness to burn the straw of Mr. Nguyen Ham Duong and Ms. Nguyen Thi Hoa's family in Hamlet 8. Three days later, more than 300 square meters of rice ready for harvest of Mr. and Mrs. Duong Hoa's family in Dong Su area, 250 square meters of rice of Mr. Nguyen Ham Tuan's family in Dong Cua area and 330 square meters of rice of Mr. Nguyen Ham Dung's family in Dong Eo field were destroyed by the bad guys at night. On the evening of August 24, they burned the straw of Ms. Nguyen Thi Quy's family (Hamlet 10). After that, they burned the straw of Mr. Tran Van Binh's family (Hamlet Chief of Hamlet 9); Mr. Dang Minh Nam's family (Hamlet 10). Although the property damage was not large, the acts of vandalism by these subjects made the people really panic. In response to the above incident, the Quang Son commune government has sent people to directly visit and encourage the people, and at the same time allocated a part of the budget to support. On average, 130-150 people gather at the meeting hall every night to discuss all night, determined not to let their children go to school. Some people even stand up to raise money from the people. Faced with this reality, the patrol team of Quang Son Commune Police is on duty in Van Ha village 24/24 hours; Do Luong District Police and Provincial Police have also sent people to the area to grasp the situation.

During the whole year he was out of school, every morning when he woke up for breakfast, he asked, "What are you eating breakfast for, Mom? You're not going to school after eating it?" Then he blamed: I should have been in 3rd grade, but because of my parents, I had to stay in 2nd grade… Since Tet, taking care of my child, my brother and sister-in-law have taken turns staying at home to help him review his lessons, but she knows that “no matter how hard she tries, she can’t be as good as the teachers at school”. In her conversation with us, she always expressed regret for having made her child miss a year of school “My husband and I didn’t want that either, we had no choice but to…”.
The determination to let her child go to school is also something we clearly felt when talking with Mr. Nguyen Ham Tuan, the parent of Nguyen Thi My Le. His family has 2 children, the eldest son Nguyen Ham Tai, is one of the best students in grade 4, Quang Son Primary School. One year, his younger sister stopped going to school, not old enough to understand the reason, but every time he told his parents, "Why do you keep stopping going to school, she will become illiterate. And being illiterate is very hard." As a father and a mother, Mr. Tuan felt guilty when he heard his child say that. Since the neighbor's straw was continuously burned, and his family's field was damaged, he has not had a good night's sleep... He knows it will be hard and he doesn't know when this situation will end, but he is determined: "If you destroy it like this, if you destroy it again, you still have to let your child go to school, no matter what people say." According to him, there are currently many families in the village who want to send their children to school, but because they are afraid of pressure and intimidation, they are hesitant and hesitant. He expressed his hope that "the authorities will soon investigate and clarify the situation to stabilize it."
At the time when the above incidents continuously occurred in Van Ha village, the Board of Directors of Quang Son Primary School still persistently assigned teachers to each house to persuade parents to send their children to school; renovated the school grounds and classrooms, and purchased additional equipment to prepare for the new school year. In the 2014-2015 school year, for the first time, Quang Son Primary School will introduce two new contents, which are teaching Vietnamese according to the new technology program for first graders and teaching the new 10-year English program, starting with third graders. The new program requires a lot of practice classrooms, so Principal Nguyen Van Son hopes that parents will understand and create conditions for their children to study at the main school, where the physical facilities and teaching equipment are guaranteed.
Regarding the recent incident in Van Ha village, Mr. Nguyen Minh Hanh, Vice Chairman of Do Luong District People's Committee, affirmed: The recent disturbances are acts of disturbing rural security and order, hindering children's right to go to school... Currently, the local government and functional forces are investigating and strictly handling the case according to the provisions of the law.
According to the review, the scale of schools in Quang Son commune is completely reasonable and the policy of eliminating separate points in Van Ha village to concentrate students of grades 1, 2, and 3 to study at the main school is appropriate. To create conditions for children to go to school, the road from Van Ha village to Quang Son Primary School has been upgraded and paved with crushed stone according to plan. The district, commune and school authorities have also created the most favorable conditions for students in Van Ha village such as organizing free tutoring, supporting boarding students...
A new school year has come, could it be that the people of Van Ha village - a village famous for its tradition of studiousness, with more than 50 teachers in the village - are not aware of this? And willing to let bad people take advantage of it, pushing their children to continue to fall into illiteracy, losing their future?
According to Lawyer Trong Hai - Trong Hai Law Office and associates: The act of burning straw and destroying rice of families sending their children to school by some subjects in Van Ha village shows signs of the crime of destroying or intentionally damaging property, as stipulated in Article 143 of the 1999 Penal Code (amended and supplemented in 2009): 1. Anyone who destroys or intentionally damages another person's property, causing damage from 500,000 VND to under 50 million VND, or under 500,000 VND, but causing serious consequences, or has been administratively sanctioned for this act or has been convicted of this crime, has not had his/her criminal record expunged, and continues to commit the offense, shall be subject to non-custodial reform for up to 3 years or imprisonment from 6 months to 3 years. 2. Committing a crime in one of the following cases shall be punishable by imprisonment from 2 to 7 years: a) Organized; b) Using explosives, flammable substances or other dangerous means; c) Causing serious consequences; d) To conceal other crimes; d) For official reasons of the victim; e) Dangerous recidivism; g) Causing property damage worth from 50 million VND to under 200 million VND. 3. Committing a crime in one of the following cases shall be punishable by imprisonment from 7 to 15 years: a) Causing damage to property worth from 200 million VND to under 500 million VND; b) Causing very serious consequences. 4. Committing a crime in one of the following cases shall be punishable by imprisonment from 12 to 20 years or life imprisonment: a) Causing damage to property worth VND 500 million or more; b) Causing particularly serious consequences. 5.
