"3 clean" movement in Hung Tan

(Baonghean) - Along with the movement of helping each other to eliminate hunger, reduce poverty, and support the construction of loving homes, in recent years, women in Hung Tan (Hung Nguyen) have effectively implemented the movement of "clean houses, clean alleys, clean fields" to ensure a safe, clean, and beautiful living environment - one of the important criteria for Hung Tan to reach the new rural finish line ahead of schedule.

On the 9th of every month, according to the commune's regulations, Ms. Phan Thi Nhung (Hamlet 2) and her daughter sit to sort household waste. While doing so, she shows her daughter which waste can be burned at home, which waste cannot be decomposed such as plastic bags, plastics... which she and her daughter put into sacks, tied carefully, and take to the hamlet's collection point at 5 pm. Ms. Nhung said: In the past, due to the low awareness of women, household waste was not sorted from the beginning, and then the habit of "throwing it anywhere" led to the emergence of diseases. Since the commune signed a contract with the Environmental Company, in conjunction with the Commune Women's Union, the hamlet has thoroughly implemented environmental protection work, thanks to which the awareness of women has been raised.

Coming to Hung Tan on this occasion, any family, from the alley to the toilet, garden, barn, are all clean and tidy. That is a whole process of launching and propagating of the commune, the core of which is women - the ones who play the most important role in the movement "clean house, clean alley, clean fields" that Hung Tan has deployed from 2012 to present. Hamlet 2 is one of the hamlets that has done well, the most effective in this movement. Talking with Ms. Ho Thi Mui - Head of the Women's Association of Hamlet 2, we learned: The whole hamlet has 60 members, one of the hamlets with the largest number of members, second in the commune. To effectively deploy the movement, we determined: How to change the awareness of the people, especially women, is the important thing. Because after all, in the family, women are the ones who always have to take care of the house, kitchen, garden... when they clearly understand the harmful effects of environmental pollution, then surely every member of that family must follow suit.

Therefore, in all branch meetings, hamlet meetings, and union meetings, we coordinate and combine propaganda and promote the effectiveness of grassroots radio stations. Every week, we have an article about the harmful effects of environmental pollution and good practices of localities in the district and province to read to the women... Along with that, we promote inspection and control work. 3 members of the branch executive committee are divided into 3 groups in charge of 3 areas of the hamlet, regularly urging, reminding, and going to each member's house to guide the women on how to classify garbage every day right in their own family. For example, animal waste must be buried under the roots of trees, any garbage that can be burned must be burned in the home garden, any garbage that cannot be decomposed must be put in sacks, tied tightly, and on the 9th and 24th of each month, transported to the hamlet's collection site for the environmental company to take away for disposal.

On the day of garbage collection, all 3 members must be present at the collection point. If any family does not bring the garbage on time or throws the garbage in the wrong place, they will be fined according to the commune's regulations (first time 200 thousand VND), their name will be read out on the loudspeaker of the hamlet and commune, and their emulation points for the movements of the year will be reduced. Thanks to that synchronous implementation, up to now, every hamlet in Hung Tan is "clean from the house to the alley, clean from the kitchen to the toilets".

Ms. Nguyen Thi Thuan - President of Hung Tan Women's Union said: To effectively implement the new rural construction movement, Hung Tan commune has implemented the rural environmental sanitation project in the period of industrialization and modernization - one of the important projects in the 19 criteria determining the progress of the new rural finish line that the commune is striving to implement. And the commune has directly assigned the Women's Union to be the main core of this project. To effectively implement, the Women's Union has linked the project with the "5 no, 3 clean" campaign launched by the Central Women's Union ("5 no" is no violation of the law and social evils, no domestic violence, no third or more children, no malnourished children, no children dropping out of school; "3 clean" is clean house, clean alley, clean kitchen), the Union has directed 9 branches of the commune to review the current status of these contents, from there, build a plan to mobilize the implementation of the movement's contents in accordance with the reality at the grassroots level. To effectively implement the movement, the Association coordinates with organizations such as the Association of War Veterans, the Association of the Elderly, the Association of Farmers and especially the Youth Union members to promote propaganda work with many diverse and rich forms such as: propaganda integrated into branch meetings, residential groups, clubs, thematic talks, distributing documents, propaganda on the radio system; organizing competitions, performing skits, organizing environmental sanitation launching ceremonies.

In particular, the grassroots associations have included in the annual emulation targets, each association has built at least 1 model to help members have awareness and determination in implementing the campaign to achieve high results. In addition to promoting hygiene from inside the house to the village roads and alleys, the Women's Union of Hung Tan commune has also promoted all associations to implement environmental sanitation from home to field. In all member families, waste is classified at home, and every 2 months, all associations conduct a general cleaning campaign at home, on the village roads and in the fields. In particular, after each crop season, the associations mobilize members to carry out a general cleaning of all agricultural waste, creating a clean and safe environment in the fields. Garbage bins are arranged in all fields to minimize the situation of littering pesticide packaging and containers. Thanks to that, up to now, the whole commune has had over 89% of families meeting the criteria of "5 no 3 clean" families and most members have actively implemented the clean movement from home to field.

However, to ensure the sustainability of the movement, the Women's Union always pays attention to propaganda work, raising people's awareness, along with a strict penalty mechanism associated with the responsibilities, obligations and rights of each member and each citizen. In particular, at the beginning of the year, the Women's Union coordinates with organizations to organize the signing of emulation commitments between families, hamlets and branches on implementing movements, including the content of protecting the living environment and preserving the new rural environment.
