Training and using cadres in mountainous areas
(Baonghean) - In his last letter to the Party Committee and people of Nghe An on July 21, 1969, President Ho Chi Minh wrote: "To do well the work of settling down the mountainous people, it is necessary to have close direction and have good ethnic cadres to mobilize the people." Following his teachings, in recent years, Nghe An province has issued many mechanisms and policies to foster and train the mountainous cadre team, and the districts in the region have also proactively implemented this content, so the mountainous cadre team has changed in quantity and quality.

Western Nghe An consists of 11 district-level administrative units, including 1 town and 10 districts, with an area of 13,745 km2, accounting for 83.3% of the province's natural area, with a population of more than 1.3 million people, accounting for 37% of the province's population. The location of the Western region is extremely important for the socio-economic development of the whole province. However, in reality, the general educational level of this region is still lower than that of other regions, and the staff is limited in both quantity and quality. To improve the quality of the staff in mountainous areas, especially the staff of ethnic minorities, in 2006, the Provincial Party Committee issued a project to train and foster ethnic minority staff. In 2011, the Standing Committee of Que Phong District Party Committee issued and directed the implementation of the Project "Improving the capacity of cadres and civil servants of Que Phong district in the period of 2011 - 2015 and the following years".
Accordingly, Que Phong District Party Committee has planned a team of Executive Committee and Standing Committee with the proportion of ethnic minority cadres accounting for over 55%. After 3 years of implementing the project, the whole district has opened 193 training classes for 15,056 cadres. For the Party Committees of Thong Thu and Dong Van communes, due to the impact of resettlement work, there have been fluctuations in cadre work. The district has focused on building specific plans, reviewing and planning cadre arrangements, so that the number, standards, and cadres in the project area have been ensured to promote good leadership capacity and responsibility in taking care of the lives of the people. Comrade Kha Van Tam - Standing Deputy Secretary of the District Party Committee said: "Based on the results achieved by the project, the district continues to strengthen the leadership and direction of the implementation of the project's contents for Party committees and authorities at all levels. In particular, focusing on planning, training and fostering a team of cadres to meet the requirements of the task when required...".
In Tuong Duong district, although it is still difficult because it is a poor district implementing the Government's 30a/CP program, the Standing Committee of the District Party Committee has a clear strategy on human resources, especially for the grassroots cadre team. The District Party Committee issued Project No. 01-DA/HU on January 12, 2011 on "Training, fostering, arranging, and using the cadre team of communes, towns, and hamlets in the period 2011 - 2015 and the following years". Thanks to that, 209 cadres/357 people have received additional high school training, professional expertise, political theory, and state management; 4,477 cadres of communes, towns, and hamlets have been sent to participate in short-term training courses... thereby contributing to overcoming the limited qualifications of village and hamlet cadres.
From practical work, thanks to the attention of Party committees from the province to the grassroots level in training and fostering cadres in mountainous areas, the cadres in this area have increased in number, ensuring quality, meeting the requirements of tasks in the new situation. Exemplary cadres of the people in the Western region "Studying and following the moral example of Ho Chi Minh" have appeared, becoming typical, creating a spreading force for people to learn and follow. That is comrade Vu Chong Pao, who met Uncle Ho twice, became a Hero, "leader" of the Mong people, with attraction and mobilization power for the people; that is Labor Hero Nguyen Ngoc Lai, former Director of Con Cuong Forestry, his experiences and valuable lessons have become mottos and strategies not only for the successor cadres, but also for the whole people in protecting and developing forests; That is the shining example of Mr. Lu Tat Thanh, Huoi Cam village, Nam Nhoong commune, who is both a party member and a good "people's activist" when he and the commune and village successfully mobilized people to build roads and build new rural areas.
Mr. Thanh is also a typical example of good economic performance by raising many buffaloes, raising poultry, raising fish with an annual income of over 100 million VND and most importantly, Mr. Thanh is the first Khmu person in the commune to successfully reclaim land and grow wet rice. From this model, the people in the commune learned and followed, so Nam Nhoong has basically become self-sufficient in food, contributing to protecting the upstream forest well; that is the Deputy Secretary of the Party Committee of Tri Le commune, Dam Thien Thuong - the person who successfully brought passion fruit trees to Tri Le land, opening a way to escape poverty and enrich the people. From a reinforced cadre, he has now become a "son of the village" with all his devotion. Confiding in us, comrade Dam Thien Thuong said: The people are still limited in business knowledge, so they really need me. I help the people, and when they successfully apply it, that is the greatest joy, the joy of enthusiasm and responsibility.
It can be said that, implementing his teachings, Nghe An Party Committee always attaches importance to the development of the "ethnic and mountainous" regions, considering this as one of the strategic regions, so the issue of cadres is given special priority with policies on training, fostering and using. Whether the Western region can achieve the goal of escaping poverty or not and whether the economy and society can develop sustainably, effectively exploiting potentials and advantages, the most important thing is to have a team of cadres with integrity, both moral and talented, to meet the requirements and tasks, and to implement the teachings in his letter to the Party Committee and people of the province.
