(Baonghean) - In recent times, the world and regional situation has had many complicated developments, the country's economy is facing many difficulties and challenges, which have significantly affected the socio-economic development and security and order in the province. However, under the close and close leadership and direction of the Party Committee and authorities at all levels, the socio-economic situation of the province continues to develop, political security is stable, and social order and safety are ensured.

However, during important political events such as Party Congresses, elections of National Assembly and People's Councils at all levels, the political security situation and social order and safety can become complicated. Hostile forces, political opportunists, and disgruntled subjects increase propaganda and distortion activities to sabotage our Party and State by many means and take advantage of religious and human rights issues, errors and violations by officials in management work or delays in resolving regimes, policies, and people's petitions... to incite and attract people to gather to file complaints in large numbers, disrupt public order, and even organize illegal demonstrations and distribute leaflets, affecting security, social order and safety in the area.

In order to ensure political security, social order and safety in the whole province, to avoid unexpected situations and to proactively resolve all issues immediately, to serve the success of the Party Congresses at all levels for the 2015-2020 term, the Standing Committee of the Provincial Party Committee requests the district, city, town Party Committees, affiliated Party Committees, Party Executive Committees, Party Delegations, provincial departments, branches and authorities at all levels to focus on leading and directing the implementation of the following contents:

1. Continue to strengthen propaganda, mobilization and education for party members, cadres, civil servants, public employees, students and people of all walks of life to have full awareness and high vigilance against the plots and tricks of hostile forces to sabotage the Party and State under the guises of "peaceful evolution", "riotous overthrow", "street revolution", "democracy, human rights"; neutralize the enemy's purpose of trying to create political ambiguity and internal transformation of cadres, party members and people.

2. Strengthen the work of counter-reactionary in the new situation, focusing on the fields of political security, religious security, border security, ethnic security, and information security. To do this work well, Party committees at all levels, provincial departments, branches, and authorities at all levels must be closely linked to the grassroots to forecast, grasp the situation, and promptly handle incidents that may cause security hotspots, prevent large gatherings, disrupt public order, and illegal demonstrations and parades; strictly implement legal regulations on protecting State secrets, strengthen control of information security, especially information on the Internet, effectively prevent and stop the disclosure of State secrets through the websites of Party and State agencies; promptly handle false information flows, and do not let "float" bad, unverified public opinions that cause confusion among the people.

In the field of social order and safety, it is necessary to focus on preventing, combating and thoroughly handling violations of the law to curb the increase in crimes; launch attacks and resolutely pursue all types of crimes, especially drug crimes, corruption crimes, trafficking of women and children, crimes that violate economic management order, social order, organized crimes, gangs operating in the "mafia" style, gambling and prostitution dens in the area before, during and after Party Congresses at all levels.

3. Review disputes and complaints that have occurred in the past that have not been resolved, and are still lingering, causing public outrage, especially mass complaints that have occurred in the management of cooperatives, markets, related to land, compensation, site clearance, resettlement, and implementation of policies and regimes, etc.; strengthen coordination between levels and sectors, do not shirk responsibility, focus on enhancing dialogue with complainants, publicize decisions on handling complaints and conclusions on denunciations, thereby firmly grasping the situation, not allowing bad elements to take advantage of inciting people to file collective complaints, file complaints at higher levels, and not allowing hot spots to occur that disrupt security and order.

Requesting Party committees and authorities at all levels to focus on directing the resolution of urgent cases and prolonged complaints of the people from now until before the Party Congresses at all levels, specifically for the grassroots level before December 31, 2014, the upper-grassroots level before March 31, 2015 and the provincial level before June 30, 2015.

4. Direct agencies and units to effectively carry out internal political protection work, focus on doing well ideological work, and strictly comply with Party regulations on standards and conditions for cadres in the process of preparing personnel for Party Congresses at all levels for the 2015-2020 term. Conduct a review, thoroughly handle and resolve ideological problems, manifestations of localism, individualism, disunity, dishonesty in declaring degrees (using fake degrees), and incorrect age correction... in each Party organization, agency, and unit. Detect, prevent and promptly resolve manifestations of factionalism and division, strictly handle violations by cadres and party members, strengthen inspection and supervision of Party organizations and party members showing signs of violating Party regulations to detect, handle, and create unity and trust in each agency and unit.

The Provincial Party Committee's Internal Affairs Committee presides over and coordinates with the Provincial Party Committee's Inspection Committee, the Provincial Party Committee's Organization Committee, and the Provincial Public Security Party Committee to assist the Provincial Party Committee's Standing Committee in monitoring, inspecting, urging, and reporting on the results of the implementation of this directive.
