On the afternoon of September 14, the Central Steering Committee for Flood and Storm Prevention - National Committee for Search and Rescue sent Official Dispatch 21 to the Steering Committee for Flood and Storm Prevention and Search and Rescue of coastal provinces and cities from Quang Ninh to Khanh Hoa and the Northern provinces and cities, the Ministries of National Defense, Transport, Agriculture and Rural Development, Foreign Affairs, Vietnam Television, Vietnam News Agency and press agencies on response to storm No. 3 (storm Kalmaegi).

The dispatch stated: According to the bulletin of the Central Center for Hydro-Meteorological Forecasting, storm No. 3 is a strong storm with complex developments, possibly accompanied by heavy rain.

To proactively respond to storms and floods, the Central Steering Committee for Flood and Storm Prevention and the National Committee for Search and Rescue request the Flood and Storm Prevention and Search and Rescue Commands of provinces, cities and ministries to:

1. Flood and Storm Prevention and Search and Rescue Command Committee of coastal provinces and cities from Quang Ninh to Khanh Hoa and related ministries and branches:

- Monitor, count, and find all measures to notify owners of vehicles operating at sea of ​​the location, direction of movement, and developments of the storm so that they can proactively escape or not enter the dangerous area and anchor safely. The dangerous area in the next 24 hours is determined to be the sea area north of the 16th parallel and east of the 112th longitude, then the dangerous area is the sea area north of the 17th parallel, including the Gulf of Tonkin.

- Regularly monitor storm developments, closely manage ship departures, and maintain regular communication with vehicle owners to promptly handle any situations that may arise.

- Coastal provinces from Quang Ninh to Ninh Binh review and prepare plans to evacuate people in coastal and estuary areas; organize to reinforce houses, protect construction works; protect cages and aquaculture areas.

- Maintain rescue forces and vehicles to be ready to respond when required.

2. The Flood and Storm Prevention and Search and Rescue Command of the Northern mountainous provinces reviews and has plans to evacuate people from areas at high risk of flash floods and landslides; arranges forces to be on duty and guard at underground locations, spillways, and roads across streams to guide traffic to ensure safety; has plans to ensure the safety of dams, especially those that are full of water and at risk of incidents.

3. The Flood and Storm Prevention and Search and Rescue Command of the provinces and cities in the Northern Delta inspect and review urban flood prevention plans, flood prevention plans, and agricultural production protection. Harvest agricultural products that are ready for harvest with the motto "green at home is better than old in the field". Organize tree pruning to ensure safety in case of storms.

4. The Ministry of Foreign Affairs has a plan to contact countries in the region to create conditions and help ships and fishermen take shelter from the storm.

5. Vietnam Television, Voice of Vietnam, Vietnam News Agency and other press agencies increase the time spent reporting on storm developments and warnings about post-storm floods, and educate people about the dangers caused by storms, floods, flash floods, and landslides after storms, especially when passing through culverts and streams.

6. Organize on-duty shifts seriously and regularly report to the Central Steering Committee for Flood and Storm Prevention and the National Committee for Search and Rescue./.
