Obama prepares to announce plan for total attack on Islamic State

US President Barack Obama will announce a detailed plan to attack and wipe out the self-proclaimed Islamic State (IS) this week.

US President Barack Obama said he is ready to present a strategy to defeat ISIS in the Middle East. The plan will be presented to the American people on September 10, the day before the anniversary of the 9/11 terrorist attacks. The package will include military, diplomatic and economic elements.

"I just want the American people to understand the nature of this threat and that we will have to deal with it, and believe that we can solve it," CNN quoted Mr. Obama in an interview on NBC.

Mr Obama laid out a three-phase plan, with some of the US actions already underway: intelligence gathering on IS, airstrikes to protect US personnel, critical Iraqi infrastructure such as the Mosul Dam, and cities such as Irbil in Kurdistan. "The next step is to begin the full offensive," he said. "We have to put the Iraqi government back in place, and I'm optimistic that we'll get there in the next week."

However, Mr. Obama also said that this campaign does not involve ground forces. The President believes that the United States, with the help of partners in the region, will be able to wipe out all terrorist organizations.

Since early August, the US has carried out more than 130 airstrikes against IS in Iraq.
