(Baonghean.vn) - On June 20, 2014, the Provincial People's Committee continued its June committee meeting to hear some remaining issues related to healthcare, complaints and denunciations, and anti-corruption. Comrade Thai Van Hang - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee chaired the meeting. Attending were comrades in the Provincial Party Committee Standing Committee and Vice Chairmen of the Provincial People's Committee.

At the beginning of the meeting, the Department of Health reported on the progress, volume and capital sources for hospital construction. Currently, Nghe An General Hospital has completed 881.7 billion VND of construction work; provided capital of 550.5 billion VND, and still lacking 613.8 billion VND. The problem of this hospital is that the funding to repay the debt for completed volume is still very lacking, leading to slow progress for the volume of items that have not been constructed yet.

The current difficulty is that the capital for the 2014-2016 period has not been allocated, contractors are no longer able to borrow from banks. In addition, there are financial difficulties when the new hospital comes into operation. Other hospitals in the area are also facing a similar situation. The Department of Health recommends: To be able to put the project into operation in 2014 and 2015, it is necessary to allocate for the project about 76 billion VND from government bond capital, and mobilize 35 billion VND from other sources.

Opinions were discussed on how to get capital to speed up the construction progress and put the hospital into use. On behalf of the Provincial People's Committee, comrade Thai Van Hang acknowledged the opinions and highly appreciated the importance of hospitals in the cause of taking care of people's health. The province will focus on mobilizing resources to invest in the Provincial General Hospital first, other hospitals will have appropriate plans depending on conditions and equipment.

Next, the Provincial People's Committee listened to the report on the implementation of Resolution No. 10-NQ/TU dated April 4, 2014 of the Provincial Party Committee Standing Committee on promoting the development of health care in Nghe An province until 2020. Comrade Thai Van Hang noted that the Health sector should take the lead in advising on the implementation roadmap of each project, avoiding the situation where a series of projects are implemented but all are unfinished, paying attention to socializing the program, reducing the burden on the budget. The Provincial People's Committee unanimously approved this content.

Regarding the draft report on receiving people, handling complaints and denunciations in the first 6 months of the year, and tasks for the last 6 months of the year reported by the Provincial People's Committee, it shows that: The total number of complaints, denunciations, recommendations, reflections, and land disputes arising in the whole province in the first 6 months of 2014 was 3,461, an increase of 8.8% compared to the same period in 2013, including: 552 complaints, a decrease of 2.8%; 327 denunciations, an increase of 18.1%; recommendations, reflections, and land disputes: 2,582, an increase of 10.5%.

In the first 6 months of the year, the provincial level resolved 12/14 cases, reaching a rate of 85.7%. The department, branch and sector level resolved 10/17 cases, reaching a rate of 58.8%. The district and commune levels resolved 109/130 cases, reaching a rate of 83.8%.

Comrade Thai Van Hang suggested that agencies, departments, branches and localities need to enhance the role and responsibility of heads of state administrative agencies and advisory agencies in the work of receiving citizens, handling complaints and denunciations; Strengthen the work of inspecting and examining the responsibilities of heads and the performance of public duties of officials and civil servants in the fields of state management to limit the shifting of responsibilities of heads, delay in the performance of public duties of officials and civil servants, and minimize the occurrence of complaints and denunciations of citizens. Strengthen the material facilities to meet the work of receiving citizens, handling complaints and denunciations in a convenient, scientific and effective manner, meeting current requirements.

Strengthen inspection and review of the settlement of complaints and denunciations that are pending, complicated, and prolonged to minimize the occurrence of complicated situations, contributing to ensuring security, politics, social order and safety, and protecting the legitimate rights and interests of citizens. For complicated, prolonged cases with many different opinions, it is necessary to seek guidance from central agencies to find objective solutions in accordance with the law.

The Provincial People's Committee also agreed to approve the anti-corruption report after recording comments.
