Inspection Team 411 was established by the Department of Transport with the core being officers from the inspection departments; vehicle and driver management; Transport Management and the Motor Vehicle Inspection Center. Immediately after its establishment, Inspection Team 411 conducted propaganda and dissemination of the law so that organizations and individuals could recognize violations when arbitrarily changing the size of the car's cargo box, thereby voluntarily correcting and repairing them. From July 21 to August 14, 2014, Inspection Team 411 coordinated with regional inspection teams, the inspection teams worked with the authorities of Vinh City, Hung Nguyen, Nghi Loc, Cua Lo Town, Que Phong, Quy Chau, Quy Hop, Nghia Dan, Thai Hoa Town, Hoang Mai Town... and organizations and individuals participating in transporting goods by car in the province to conduct statistics and review the number of vehicles that arbitrarily change the size of the car's cargo box.

Through inspections at 29 transport businesses, the team counted 163 vehicles that arbitrarily changed the size of the truck bed. Inspection Team 411 asked businesses and individuals to sign a commitment to voluntarily cut off the arbitrarily changed size of the truck bed and a commitment not to repeat the offense and send it to the inspection team. There were 64 vehicles that the businesses voluntarily cut off the expanded part; the remaining 99 vehicles were committed to cutting off the expanded part.

For organizations that are project management boards and construction works, the delegation worked with 468 Investment Joint Stock Company, the contractor for the overpass at the intersection of National Highway 1A with Dang Thai Mai Street - National Highway 46A; and the Railway Overpass Project Management Board at km 456+429 National Highway 1A. Thereby, a commitment was made to request these two units not to hire vehicles to transport materials and arbitrarily change the size of the side walls and vehicle body to carry goods that exceed the permitted weight, and to ensure traffic safety on the road in operation during the construction process. 468 Investment Joint Stock Company and the Railway Overpass Project Management Board at km 456+429 National Highway 1A sent a request to the transport organizations that the hired unit did not arbitrarily change the size of the vehicle body to carry goods that exceeded the permitted weight.

Inspection Team 411 and Inspection Team of Region II worked with 9 establishments including: Khanh Hau Cooperative; Nguyen Van Vinh Private Enterprise; Nghi Van Commune Stone Quarry; Hung Hung Joint Stock Company; Hoang Mai Stone Quarry; Thu Minh sandbank (Lam Son Block, Nam Dan Town); Ha Tho sandbank (Lam Son Block, Nam Dan Town); Hong Long Clean Sand Company Limited (Hamlet 3, Hong Long Commune, Nam Dan); Thuy Lan sandbank (Lam Son Block, Nam Dan Town); Ben Pha sandbank (Lam Son Block, Nam Dan Town). At the working session, along with disseminating the law, these 9 units were required to commit not to sell goods to vehicles that arbitrarily change the size of the truck bed, and not to sell goods that exceed the permitted load.

In addition, Inspection Team 411 increased inspection and handling of vehicles violating on National Highway 1A, National Highway 46, Dang Thai Mai Street, Road 534, Lam River Road, Vinh bypass... Thereby, 21 administrative violation records were drawn up, including 15 HOWO vehicles and 6 other vehicles that arbitrarily changed the size of the vehicle body, forcing the drivers to make a commitment, requiring the vehicle owners to voluntarily cut off the expansion before July 31, 2014; Temporarily confiscating 7 inspection stamps (violations after August 1, 2014), requiring the removal of the expansion before handling the violation, requiring the vehicle owners not to re-offend.

According to Mr. Phan Huy Chuong, Deputy Chief Inspector, Department of Transport - Head of Inspection Team 411: Through inspection and working at project management boards, construction sites, material yards... these units all understand and correctly perceive the harmful effects of changing the size of the vehicle's walls and cargo bed to transport goods exceeding the permitted weight. After being informed and signing a commitment, these units have disseminated, communicated and requested organizations and individuals participating in transporting materials not to arbitrarily change the size of the vehicle's walls and cargo bed when transporting goods for the above units. For transport enterprises, there have also been changes in awareness, and have committed to cutting off the expansion. However, the enterprises also proposed that the implementation must be thorough and fair, avoiding the situation where the voluntary enterprises are disadvantaged, especially for HOWO vehicles, the size of the walls and cargo bed must be the same.

Although significant results have been achieved, Mr. Phan Huy Chuong affirmed that through observation with the naked eye at quarries and sandbanks, there are still small trucks of Truong Hai and Thaco brands that arbitrarily install additional boards of about 30cm on the top of the truck bed to transport sand and 3x4 stones; With Howo trucks with cargo bed heights of 600mm and 1,400mm, there are still trucks that have been extended up to 1,800mm, even trucks with cargo bed sizes of 1,800mm or more have had the extension removed, but then still re-offend; Hyundai trucks with an extension of about 300mm in height, there is still no change in compliance with the voluntary removal and dismantling of the extension. After the period of performing the task (30 days), the inspection team proposed that the department's leaders continue to implement Decision 411, thereby continuing to strengthen inspection and handling of vehicles that arbitrarily change the size of the vehicle's walls and cargo bed. Mr. Phan Huy Chuong said: "Handling vehicles that are illegally converted and overloaded is very complicated. With vehicles currently operating on the roads, when the inspection team detects them, drivers often abandon their vehicles and do not cooperate, while when checking at the business headquarters, the cars are not there. Currently, we have identified that there are transport businesses that, although they have made commitments, only do so in a perfunctory manner, and some businesses have not voluntarily cut off the illegally converted parts. They are waiting to see whether the authorities will strictly implement them or not...".

According to Action Plan No. 3346 on inspection and handling of acts of changing the size of cargo containers for self-converted cars, converting sleeper buses for sleeper buses of the General Department of Roads, for the first violation, the vehicle owner and business owner are required to self-correct and reduce the size in accordance with regulations; request the inspection unit to revoke the stamp and the Certificate of technical safety inspection. For second violations, in addition to revoking the stamp and the Certificate of technical safety inspection, the violator will be forced to restore the original shape, size and technical safety status of the vehicle; in addition, the penalty will be imposed according to Point a, Clause 7, Article 30, Decree No. 171/2013/ND-CP dated November 13, 2013 of the Government on Regulations on administrative sanctions for violations in the field of road and rail traffic. Therefore, in order for organizations and individuals using means of transport to strictly comply with State regulations, Mr. Phan Huy Chuong said: "In the coming time, Inspection Team 411 will coordinate with functional forces to focus on inspections at wharves, mines, important routes... If a vehicle is found to be in violation, it will be directly handled to cut off the illegally converted part...".

Fines from VND 6,000,000 to VND 8,000,000 for individuals who are owners of cars, tractors, specialized motorbikes and similar vehicles to cars, from VND 12,000,000 to VND 16,000,000 for organizations that are owners of cars, tractors, specialized motorbikes and similar vehicles to cars that commit one of the following violations: Arbitrarily changing the chassis assembly; engine assembly; brake system; transmission system; motion system or arbitrarily renovating the structure, shape, size of the vehicle not in accordance with the manufacturer's design or the renovating design approved by a competent authority; arbitrarily changing the vehicle's usage features.
