EMM11 gathered 29 delegations, including representatives of 21 APEC member economies and relevant international organizations... The Vietnamese delegation attending EMM11 was led by Dr. Cao Quoc Hung, Deputy Minister of Industry and Trade.

This conference focused on four main topics, including energy security, energy trade and investment, building an efficient and sustainable energy community, and clean energy sources.

At the discussion session with the theme "Building an efficient and sustainable energy community," Vietnam presented a paper on "The implementation status of the Energy Efficiency and Energy Conservation Program in Vietnam." The paper shared Vietnam's progress and experience in implementing the Law on Energy Efficiency and Conservation, especially emphasizing some contents of the "National Target Program on Energy Efficiency and Conservation."

The above contents include raising people's awareness in using energy efficiently and saving energy; promoting the application of new technology, establishing an energy management system, providing technical support in a number of energy-intensive industries such as steel, cement, fertilizer production, etc.; implementing the Energy Labeling Program; promoting the application of energy efficiency technology and standards in construction and transportation, etc.

After a day of discussion, the Conference adopted a Joint Statement, in which the ministers emphasized their support for the basic development orientations for the energy sector in the APEC region. Specifically, APEC aims to diversify energy sources and strengthen cooperation to develop the LNG market. In the composition of energy sources used for power generation, APEC is committed to increasing the proportion of renewable energy use.

Along with that, APEC supports the continued development and application of the "Low Carbon City" model; calls for increased cooperation in developing unconventional oil and gas resources, while promoting the application of energy-efficient and energy-conserving technologies such as clean power generation technology (including supercritical coal-fired thermal power plants, integrated gasification combined cycle, carbon capture and storage), and safe and efficient nuclear power technology.

In addition, APEC supports freedom of navigation on major energy shipping routes in the region and encourages increased cooperation, research, information exchange, and experience sharing with the International Energy Agency (IEA).
