Fine of 10 million VND for the subject who assaulted the reporter
This morning (September 24), Mr. Hoang Duy, Chief Inspector of the Department of Information and Communications of Quang Ngai province, announced the results of the handling of the case of 4 reporters being assaulted in the province.
Accordingly, after the Department of Information and Communications Inspectorate received 4 reports from 4 press agencies sent to the Department stating that reporters were assaulted and obstructed while working, the Department Inspectorate inspected and verified the above incident.
On September 22, the Department Inspectorate requested the District Police to invite Mr. Bach Ngoc Tuyen (the subject who beat 4 reporters in Quang Ngai) to the police station for the Department Inspectorate to work. Here, Mr. Bach Ngoc Tuyen presented and confirmed that he beat the reporter. The Department Inspectorate proceeded to draw up a record of administrative violations in the field of press and publishing.
After comparing the incident between the reporter and Mr. Bach Ngoc Tuyen, the Inspectorate of the Department of Information and Communications issued a decision to handle administrative violations against Bach Ngoc Tuyen, born on July 20, 1980, residing in Hamlet 3, My Thanh Bac Village, Nghia Thuan Commune, Tu Nghia District (Quang Ngai), whose business is material transportation. Bach Ngoc Tuyen illegally obstructed the activities of reporters and journalists.
Pursuant to Point c, Clause 3, Article 7, Decree 159/2013/ND-CP, the Chief Inspector of the Department of Information and Communications of Quang Ngai province signed Decision No. 03/QD-XPVPHC on September 23, 2014, fining Mr. Bach Ngoc Tuyen 10 million VND; requiring Mr. Bach Ngoc Tuyen not to repeat the above acts; forcing him to apologize to 4 journalists and reporters in the press for the above acts.

Mr. Hoang Duy also added: “Through the verification process, the reporters and journalists have followed the correct working procedures and have sufficient legal basis. Because the reporters and journalists did not assess the injuries, there is no basis for criminal prosecution.”
Mr. Duy explained: “When being beaten, one must go to the doctor and have a disability rate. If the use of hands and feet to assault another person causes a disability rate of 11% or more, it is enough to be prosecuted criminally... If there is the use of hard ground from the roadside (using bricks) to throw Cong Xuan and Ngoc Vien in the back, chest, and legs, it is an act of intentional injury. There must be an assessment that the person has a disability of 2% or more, then there is enough to be prosecuted criminally for throwing bricks.”
Previously, at around 9:00 a.m. on September 16, at Nam Phuoc sandbank, Nghia Thuan commune, Tu Nghia district, Quang Ngai province, while 4 reporters from 4 press agencies including Vietnam News Agency, Tuoi Tre Newspaper, Nong Thon Ngay Nay Newspaper and Quang Ngai Newspaper were working, they were attacked and injured by Tuyen.
