Focus on nurturing and developing Party members.
(Baonghean) - Over the years, the Party Committee of the Provincial Military Command has focused on implementing various solutions to effectively carry out Party development work. This is a task to build a strong force, while also creating a source for Party organizations in localities after Party members who are non-commissioned officers and soldiers are discharged from the military.
After more than a year of military service, on September 2nd, Private Nguyen Dinh Nhat, from the Operations Department Party Cell (Provincial Military Command), was honored to be admitted into the Communist Party of Vietnam. Carrying that pride, Comrade Nhat has excelled in all assigned tasks. When speaking with us, he affirmed: “In the future, whether I remain in the army for a long time or return to my hometown after discharge, I will uphold the pioneering and exemplary role of a Party member to live a truly useful life for society.” As for Party member, Professional Lieutenant Nguyen Van Thang, from the 18th Communications Company Party Branch, shared: “Being in the ranks of the Party has allowed me to grow in all aspects, especially as a Party member within the Youth Union age group. Therefore, I must be even more proactive, ‘matching words with actions’ in fulfilling the unit’s political tasks; maintaining a healthy and upright lifestyle for the masses to learn from and emulate. I am always conscious of living, working, fighting, and contributing in a way that is worthy of the title ‘Party member’ that the organization has nurtured and admitted me to.”

The Party Committee of the Provincial Military Command has always prioritized the development of Party members with many positive solutions. In practice, the military requires officers trained at military schools to be Party members upon graduation. Therefore, the source for developing Party members in the Provincial Military Command has long focused on non-commissioned officers, soldiers, and some professional military personnel. Based on this reality, each year, based on the number of troops assigned by the Military Region, the Provincial Military Command Party Committee sets targets for admitting Party members, with particular emphasis on quality over quantity, closely combining development with training and strengthening the quality of the Party member contingent. The Provincial Military Command Party Committee also focuses on innovating Party building work, fostering trust, pride, and the right motivation for each officer and soldier to strive to join the Party ranks as soon as possible. At the same time, it creates a competitive spirit to build a truly pioneering and exemplary Party member contingent, serving as a shining example for the masses to learn from and emulate. Furthermore, the Provincial Military Party Committee prioritizes improving the quality and effectiveness of its activities and strengthening mass organizations as the foundation for developing Party members; especially by promoting the role of the Youth Union in educating, introducing potential candidates, and assisting the masses in their efforts and training before and after joining the Party. To proactively create a pool of potential candidates for the Party Committee, in recent years, the Provincial Military Party Committee has actively coordinated with local Party committees to strengthen the identification, training, and organization of Party membership training courses for young people before their enlistment, creating a basis for the Military Party Committee to continue monitoring, training, and admitting outstanding comrades into the Party ranks.
To improve the quality of Party members, Party committees at all levels under the Provincial Military Party Committee strictly implement procedures, from identifying, nurturing, and educating outstanding individuals to organizing Party membership orientation classes, conducting assessments, and reviewing applications for membership...
Statistics from recent years show that the Party membership recruitment targets in the Provincial Military Party Committee have consistently exceeded the plan. From 2010 to 2014, the entire Party Committee recruited 366 new members, of which 90-95% were non-commissioned officers and soldiers. Party branches have consistently performed well in developing new members for many years, such as the Operations Party Branch and the 20th Reconnaissance Company Party Branch. The Party Cell of the 18th Signal Company... Comrade Le Van Phuc - Deputy Secretary of the Party Cell and Commander of the 18th Signal Company, shared his experience: “The Party Committee always thoroughly implements and effectively carries out directives and regulations on Party member development, making cadres, Party members, and mass organizations deeply aware of the meaning and importance of Party development work in the provincial armed forces. At the same time, it helps the masses see the goals and ideals of the Party, thereby creating trust and building the right motivation for the masses to strive to join the Party ranks. On the one hand, it concretizes the targets for striving and training for the cadres; it closely monitors the ideological developments, thoughts, aspirations, as well as the ethics, conduct, lifestyle, capabilities, and work efficiency of cadres and Party members. Therefore, although it is not a unit that trains new recruits, with a small number of personnel, the Party Cell still organizes training and admits 3-6 outstanding individuals into the Party each year.” The Party has exceeded the set targets.
Over the years, the Provincial Military Party Committee has also focused on developing Party membership among deputy and deputy commune militia commanders during their 18-month intensive training courses. On average, the Party Committee directs grassroots Party organizations to admit 10-15 commune militia commanders and deputy commanders into the Party each year. In addition, the Provincial Military Party Committee coordinates with local Party committees to admit militia and self-defense forces into the Party. This provides a foundation to contribute to the effective leadership of local Party committees and authorities in ensuring order, firmly protecting national sovereignty and security, and building a strong national defense system integrated with a robust people's security posture. According to Lieutenant Colonel Bui Duc A – Acting Head of the Organization Department, Political Department, Party Committee of the Provincial Military Command: “Through monitoring and evaluation, the new party members have all demonstrated firm political resolve, always upholding the spirit of pioneering and exemplary conduct, overcoming difficulties, and working with peace of mind. 100% of probationary party members have met the requirements to become full party members after their probationary period, and many comrades have achieved many outstanding accomplishments and received commendations from various levels...”.
Each year, thousands of young people from the province enlist in the military to defend the Fatherland, including many outstanding individuals who meet the criteria for Party membership. The military environment is where soldiers and Party members hone their character, overcome difficulties and challenges, and mature in all aspects, contributing to enhancing the combat strength of the Party organization and meeting the requirements of national construction and defense in the new situation. Party membership development is also a task and responsibility of Party organizations in the military to create a source and supplement the Party's strength. Alongside the successful implementation of the unit's political tasks, Party building work is given special attention by the Party Committee of the Provincial Military Command. In addition to increasing the number of new Party members, 52 out of 58 grassroots Party organizations in the entire Provincial Military Party Committee are assessed as clean and strong.
